Gentlemen:
This refers to'the inspection conducted by Mr. H. D. Chaney of this office
during the period May 4-5, 1987, of the activities authorized by NRC Operating
License R-109 for Brigham Young University reactor facility and to the
discussion of our findings with Dr. G. L. Jensen and other members of your y
staff at the conclusion of the inspection.
Areas examined during the inspection included the defueling of the L-77
reactor, packaging of the liquid fuel, and shipment of the five containers to
the United States Department of Energy spent fuel processing facilities in
Idaho Falls, Idaho. Within these areas, the inspection consisted of selective
examination:of procedures and representative records,_ interviews with
personnel, and observations by the NRC inspector. The inspection findings are
documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were
identified.
We have also examined actions taken with regard to previously identified
inspection findings. The status of these items is identified in paragraph 3 of
the enclosed inspection report.
