I am writing in behalf of the Department of Physics at Brigham Young University, regarding the disassemblage of a nuclear reactor at the university.
Because this reactor has been decommissioned for more than five years, the university would like to receive a possession-only license and receive a release from the yearly indemnity fee.

Dear Senator:
I am Chairman of the Department of Physics at Brigham Young Uni-versity. The Department of Physics purchased an Atomics International (Division of North American Rockwell) Model L77,10 watt, Nuclear Reactor in the late 1950's. About ten years ago we stopped teaching nuclear reactor physics and hence had no use for the reactor. About five years ago we proceeded to de-conunission this reactor by submitting the appropriate paper work to the NRC (Nuclear Regulatory Commission).
About one year ago we were able to remove the fuel from the reactor and ship it back to the agency that owned it.
Yesterday Mr. Edwin Jackson (University Radiation Safety Officer),
Dr. Gary L. Jensen member of the University Reactor Conunittee),
and myself went to th(e reactor building and measured the radioactivity at a point inside the reactor, at the reactor core, and in several areas within and near the reactor building. The meas.
ment indicated on!v background readings of less than 0.025 mr/hr (au it 60 counts /minj both luside the reactor, at the reactor core, and inside and outside the reactor building.
The University has applied for a "possession only License" so that we can proceed to disassemble the reactor and dispose of any low-level ra-dioactive waste and to dispose of any hazardous materials.
Ilecause the radiation level luside the reactor is at background and there-fore there is no radiation danger we request:
- 1. That the NRC move ahead with granting us a "possession only Li-cense" so that we can proceed to disassemble the reactor.
- 2. That we be released from having to pay the yearly "Indemnity Fee" on Reactor License R-100.
