" REDUCTION OF MAXIMUM APPLICABLE POWER LEVEL FOR OPERATION WITH ONE OR MORE MAIN STEAM SAFETY VALVES (MSSVs) INOPERABLE" In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change revises TS 3.7.1.1, ,

Tables 3.7-1 and 3.7-2, and Bases 3/4.7.1.1 associated with maximum applicable power levels for operation with one or more MSSVs inoperable.

TVA has been informed by Westinghouse Electric Corporation that the relationship between rated thermal power and relief capacity of the MSSVs may not be linear under all plant conditions. It is therefore necessary to either reanalyze the plant specific loss-of-load event that may validate current TSs, or revise TSs in accordance with Westinghouse  ;

recommendations taking into account plant specific parameters, to ensure secondary system )

pressures do not exceed the design basis. TVA is proposing to revise the TS to reduce the  ;

applicable power levels when one or more MSSVs are inoperable.

This change also proposes to correct an error in the TS that references Table 3.7-2 instead of Table 3.7-1. In addition to the correction of these errors, there are other changes being proposed, which are a direct result of the effort to become more consistent with NUREG-1431, Standard Technical Specifications, Westinghouse Plants.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS  !
