SEQUOYAH NUCLEAR PLANT (SON) - TECHNICAL SPECIFICATION (TS)

CHANGE 9513," EXTENSION OF RESPONSE TIME SURVEILLANCE REQUIREMENTS FOR UNIT TWO CYCLE SEVEN" In accordance with 10 CFR 50.90, we are enclosing an amendment to License DPR-79 to change the TSs of SON Unit 2. The proposed change revises the License Condition 2.C.(17) to extend response time surveillances during the Unit 2 Cycle 7 operation. This extension will delay the performance to May 4,1996, for the 36-month surveillances required by TS Surveillance Requirement 4.3.2.1.3, but will not exceed the 25 percent allowable extension provided by TS 4.0.2 by more than four and one-half months.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

The response time surveillances that are proposed to be extended will begin to exceed the allowable extension provided by TS 4.0.2 on December 20,1995. TVA requests approval of the proposed revision before December 1995 to allow continued operation of Unit 2 until the Cycle 7 refueling outage currently scheduled for April 19,1996.

TVA requests a 30-day implementation period for this TS change following issuance.
