" REVISION OF SURVEILLANCE REQUIREMENT (SR) 4.8.1.1.2.d. J FOR DIESEL CENERATOR (D/G) LOAD REJECTION OVERSHOOT LIMITS" Reference TVA letter to NRC dated October 10, 1991, "Sequoyah Nucicar Plant (SQN) - kequest for Waiver of Compliance for Units 1 and 2 Surveillance Requirement (SR) 4.S.1.1.2.d.3 as Applied to Emergency Diesel Generator (D/G) Voltage Overshoot Limits" In accordance with 10 CFR 50.90, we are enc'osing a requested amendment to Licenseu DPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2. The proposed change revises SR 4.8.1.1.2.d.3. The proposed revision alters the acceptance criteria of this SR to more clearly reflect the intent of the load rejection tes .n g .

The propased 3 change is identified in Enclosure 1. The justification for the proposet TS change is provided in inclosure 2. A proposed determination of no signif tant hazards consideration performed pursuant to 10 CFR 50.92 is provided in E. slosuie 3.

The failure to s tisfy SR 4.8.1.1.2.d.3 as currently worded would require a forced shutdown oi SQN Unit 2 unnecessary additional testing of D/Gs and delaye in critical path activities for Unit 1 Cycle 5 refueling outage activities. As described in Enclosure 2, TVA submits that the intent et SR 4.8.1.1.2.d.3 has been satisfied by testing performed on October 7, 1991, for tie IA-A D/C and October 9, 1991, for the 1B-B D/G, and that these D/Gs would be inoperable only because of the specific wording of the SR.
