- ** V O 3.11 Bases D. Seismic Hydraulic Snubbers On Safety Related Systems Hydraulic snubbers are necessary on safety related system piping to restrain seismic motion and yet allow unrestrained thermal growth.

Should a defective hydraulic snubber be discovered during reactor operation seven days is a reasonabic time for repair without af fecting operation. This allowance is justifiabic since the probability of a seismic event during this period is considered low.

4.11 Bases D. Scismic Hydraulic Snubbers On Safety Related Svstems A pariodic inspection is required to establish their reliability and the compatibility of the scal materials with the hydraulic fluid and the operating environment.

It is considered that continued proper operation through one operating cycic and satisfactory findings of periodic inspections is sufficient justification to extend the inspection interval. The interval of once per operating cycle will minimize the effcets on power operation.

, Disassembly of a snubber installed in a location representative of the worst environmental conditions will provide an indication of the degree of hydrualic cylinder seal degradation.

6.7.2.c Reportine nesults of Inspections of

, Seismic Hycraulic Snuocers

. 1. Notification of significant findings of inspections of hydraulic snubbers shall be made promptly by telephone to the Directorate of Licensing. If defective i snubbers are identified, a written report shall be submitted to the Director, Directorate of Licensing within 10 days following cor.pletion of the inspection.

If no defective snubbers are identified, the written

, report should be submitted within 30 days following the completion. of the inspection.

a. As appropriate, a description of the mode of failure, corrective action and tests performed
to detemine the adequacy of the repair.
b. A description of the program for the developr.ent and subsecuent installation of a pomanent nodifi-cation to the hydraulic snubber installation to assure proper operation. 'Ihe description should I
