In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPP 77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change will relocate the heat flux hot channel factor, Fo(Z), penalty of two percent in Surveillance Requirement 4.2.2.2.e.1 to the COLR to allow for the burnup-dependent values of the penalty that are in excess of two percent. Additionally, the new methodology contained in Revision 1 A to Westinghouse Commercial Atomic Power - j 10216-P-A will replace that listed in TS 6.9.1.14.a.2. This revision was approved by NRC on November 26,1993. Note, a similar TS change was approved for Vogtle Electric Generating Plant on January 11,1995.

I The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no i significant safety hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

The Fa margin decreases have been implemented for Unit 2 and are listed in Table A.1 of the Unit 2 Cycle 7 COLR that was transmitted to NRC on September 23,1994.

The new Unit 1 Cycle 8 COLR will contain a similar table as previously transmitted for

Unit 2. These margin decreases may be implemented in advance of NRC approval of 6 the proposed TS change as they are conservative relative to the TSs. TVA requests a 45-ooy implementation period for this TS change following issuance, j l
