SUMMARY
OF JUNE 2, 2004, MEETING WITH PSEG NUCLEAR, LLC, ON FUEL CHANGE AT HOPE CREEK AND ASSOCIATED ANALYSES (TAC NOS. MC1682 AND MC3093)
On June 2, 2004, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of PSEG Nuclear, LLC (PSEG) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss GE 14 fuel changes at Hope Creek and associated supporting analyses.
Representatives of Global Nuclear Fuels - Americas (GNF) and GE Nuclear Energy (GNE),
contractors to PSEG, supported PSEG at the meeting. A list of attendees is provided as . Attachment 2 provides the revised agenda as followed at the meeting.
The licensee presented information (See Attachment 3) that summarized their current plans for transitioning from SVEA 96+ fuel to GE 14 fuel. The presentation provided an overview transition evaluation methodology, the effects of the transition plan on the Hope Creek Safety Limit Minimum Critical Power Ratio, supplemental reports for Cycle 13 operations that PSEG will be submitting, and PSEGs plans for future submittals that are not only associated with the fuel change but that will support a future extended power uprate request.
The NRC staff asked why PSEG is submitting its applications related to the fuel transition - that will be needed for the next operating cycle - on a schedule that allows only 6 months for NRC review prior to PSEGs scheduled refueling outage rather than allowing for the standard 12 month NRC review. PSEG stated that they had compared their requests to similar applications from other licensees and PSEG believes that the requested review schedules are consistent with the amount of time that had actually been required for those other reviews. The NRC staff noted that, although some reviews have been completed in less time, 12 months is the standard review schedule that the staff uses for planning its resource allocations and is the review period that licensees should anticipate.
One member of the public attended. Public Meeting Feedback forms were available at the meeting but none were returned. However, the member of the public did ask why a portion of the meeting was being closed to the public. The NRC staff explained that the planned agenda included discussion of information that was proprietary to GNE and, hence, that portion of the meeting was closed. The NRC staff had received and reviewed an associated request to withhold information from public disclosure prior to the meeting.

- Items 4 and 5 were revised from the agenda handed out at the meeting. The agenda shown above reflects the actual conduct of the meeting. The revisions entailed reversing the order of Items 4 and 5, and opening the discussion of the fuel vendor change RAI to the public. The agenda handed out at the meeting indicated that portion would be closed. However, just prior to the start of the meeting, PSEG notified the NRC staff that they would not rely on proprietary information for that discussion. Hence, the NRC staff determined that portion of the meeting would remain open to the public.
