In accordance with Action 4.a of Nine Mile Point Unit 1 Technical Specification Table 3.6.11-2, "Accident Monitoring Instrumentation Action Statements," Nine Mile Point Nuclear Station, LLC (NMPNS) is submitting the following Special Report concerning the inoperability of the Channel #11 Containment Hydrogen Monitoring System.

Description of Event On February 23, 2004, at approximately 1624 hours0.0188 days <br />0.451 hours <br />0.00269 weeks <br />6.17932e-4 months <br />, operators declared the Channel #11 Containment Hydrogen Monitoring System inoperable for scheduled preventive maintenance.

The redundant Channel #12 Containment Hydrogen Monitoring System was verified to be operable prior to removing Channel #11 from service.

Cause of Event The Channel -#11 Containment Hydrogen Monitoring System was declared inoperable in order to perform scheduled preventive maintenance.
