I. Administrative (30 minutes)

1. Withdrawal of November 29, 2006 Request for Pre-Submittal Meeting on TSTF Traveler to Address Main Steam Isolation Valve Operability.
2. Withdrawal of August 9, 2005 Request for NRC Endorsement of TSTF-GG-05-01, Writer's Guide for Plant-Specific Improved Technical Specifications.

D. TSTF Questions Regarding NRC Review Fees for Traveler Reviews

1. TSTF presentation on apparently incongruous fees in relation to the complexity of the proposed change. Namely, fees in 1Q07 for TSTF-487, as well as others.

II. Process (1 Hour)

A. T Kobetz & M Hamm will lead discussion on TSTF review schedule coordination, communication & adherence

1. Completeness of submittals and thoroughness of acceptance reviews.
2. Quality of Staff=s Requests for Amplifying Information.
3. Expectations regarding timely notification and coordination - e.g. informal (face-to-face, telephone, email, etc.) notification before projected milestones are missed.
4. Posting of TSTF Review Schedule and Availability to NRC Website
5. Review of CLIIP NRC and Industry Actual vs. Scheduled Performance Enclosure

B. Update on, and discussion of, NRR Office Instructions under development or revision with application to TSTF Travelers, TS Conversion, and CLIIP Adoption

1. LIC-601, Technical Specification Conversion Accelerated Review C. How to achieve greater coordination and consistency between Topical Reports and Travelers.

D. Request for TSTF/NRC Meeting To Develop Standard CLIIP Template to Address Recurring TSTF Comments on CLIIPs.

III. Specific TSTF Traveler Issues (1 Hour)

A. TSTF and NRC Staff will discuss issues related to Travelers listed below:

1. TSTF-448 Model Safety Evaluation.
2. TSTF-425 - Industry desire for a more aggressive review schedule.
3. TSTF-493 - Industry desire for a more aggressive review schedule and concern that reassignment of ITSB personnel will result in delays.

IV. CLIIP Status (5 minutes)

A. TSTF will present an overview of the Updated Industry Survey on CLIIP Adoption.

V. Future Planning & Priorities (30 minutes)

A. TSTF will provide status updates on TSTF Travelers under development:

1. TSTF-500, Update of TSTF-360.
2. Traveler to Relocate Stored Fuel Oil and Lube Oil Volume Values to Licensee Control.
3. Traveler on RCS Leakage Instrumentation Sensitivity.
4. Traveler to Revise SG Tube Inspection Program inspection end point.

B. NRR staff will address the following topics:

1. Risk Informed Technical Specification Licensing Reviews and Inspections.

C. Upcoming Schedule Priorities - A brief review of both TSTF and NRC staff work priorities for the coming quarter and the remainder of the calendar year.

1. Examining the TSTF Traveler process threshold to ensure NRC staff and industry resources remain focused on generic activities that bring the greatest benefit in safety, efficiency, and effectiveness, to ensure that effort expended on TSTF travelers is justifiable.
2. New NRC personnel and Potential for Meeting to Review Industry Training Program on ISTS Usage Rules.
