SUMMARY

OF THE NOVEMBER 4, 2010, NRC MEETING WITH THE TECHNICAL SPECIFICATIONS TASK FORCE On November 4, 2010, the U.S. Nuclear Regulatory Commission (NRC) staff met with the Technical Specifications (TS) Task Force (TSTF) to discuss technical issues and administrative processes related to TSTF Travelers. The meeting was held at EXCEL Services Corporation, 11921 Rockville Pike, Suite 100, Rockville, MD 20852. A list of the meeting attendees is enclosed. The meeting notice and agenda, dated October 22, 2010, are available in the Agencywide Documents Access and Management System (ADAMS) at Package Accession No. ML102950313.

The NRC staff and TSTF representatives discussed the topics as presented on the agenda.

These topics included: issues related to completing Revision 4 of Improved Standard TS; the status of the 16 Travelers currently under NRC review; issues related to previously approved Travelers; and other technical issues facing the industry that are generically related to TSs.

Formal presentations were not given at this meeting; rather, the meeting was conducted in an open discussion format for each item on the agenda. For selected agenda items, the NRC staff or TSTF provided handouts to facilitate discussion and/or serve as an information exchange.

These handouts are listed below and are publicly available in ADAMS. Their associated agenda item designation is also listed.

M. Ash Follow-up Actions The following action items were noted:

1. Under Agenda item III.A, the TSTF asked if the NRC cost analysis provided per Congressional Review Act is transparent (i.e., publicly available). It is not, but the NRC staff will check to see if the cost analysis can be provided to the TSTF.
2. Under Agenda item IV, the TSTF will discuss and decide whether or not to submit a revision to TSTF-514. The TSTF decided after the meeting that they will submit a revision.
3. Under Agenda item IV, TSTF-523, the NRC staff and TSTF will have a telephone call and if needed a public meeting where the requirements to access gas in the emergency core cooling system should reside.
4. Under Agenda item VI.D, during May 8, 2010, meeting between the Pressurized Water Reactor Owners Group (PWROG) Executives and the Office of Nuclear Reactor Regulation (NRR) Senior Management (see meeting summary in ADAMS Accession No. ML101160387), the NRC asked the TSTF to provide a list of Travelers that plants will be submitting, but that were not published in the Federal Register (i.e., approved via letter method). The TSTF is asking, since it provided this list to the NRC - can the NRC staff provide feedback if any will be questioned by NRC staff. List will be shared with Division of Operating Reactor Licensing.
5. Under Agenda item V.A.1, TSTF-493, Clarify Application of Setpoint Methodology for LSSS Functions. Staff from the Technical Specifications Branch (ITSB) and Instrumentation and Controls Branch, will attend the TSTF meeting in December (see meeting invitation in ADAMS at ML102920450).
6. Under Agenda item TSTF-501. Changes needed to NOA to address NRC attorney comments to first plant-specific license amendment request (LAR) implementing it.

Meanwhile, an LAR has come in for a diesel, the NRC staff review of the Traveler was for each diesel. Once the first LAR for a is complete - additional changes may be needed. The NRC staff will evaluate how to handle future reviews once LAR is review is complete.

7. Under Agenda item V.C TSTF-363-A, TSTF-408-A and TSTF-419-A, the NRC to let TSTF know status of action plan for continued use of these Travelers.
8. Under Agenda item VI.A, Surveillance Requirement (SR) 3.0.3 application to the IST Program - ITSB to pursue some sort of generic communication/notice of enforcement discretion (NOED) vehicle for permanent fix.
9. Under Agenda item VI.B - TSTF-283. The TSTF to write a new Traveler to remove the note for SR 3.8.6.6 and add clarify the basis for 3.8.4.3.
10. Under Agenda item VI.C., The TSTF concerns over DG-1244 (proposed Revision 1 to Regulatory Guide 1.93) revising the definition of Operability for offsite sources. ITSB to pursue resolution of comments.
