OF FEBRUARY 1, 2022, MEETING WITH THE TECHNICAL SPECIFICATIONS TASK FORCE REGARDING TRAVELER TSTF-576, REVISE SAFETY/RELIEF VALVE REQUIREMENTS On February 1, 2022, an Observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Technical Specifications Task Force (TSTF). The meeting was a workshop to discuss ideas on a path forward for the revision and review of traveler TSTF-576 Revise Safety/Relief Valve Requirements (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21174A109). The meeting notice is available in the ADAMS at Accession No. ML22024A457. A list of attendees is enclosed.

The NRC staffs presentation is in ADAMS at Accession No. ML22013B142. The NRC staff suggested changes to the boiling water reactor standard technical specification (TS) 3.4.3, Safety/Relief Valves (S/RVs), to resolve an ongoing TS compliance issue. Staff emphasized that the suggestions presented were still in the conceptual stage and were for discussion only.

In the NRC staffs presentation, examples of actual S/RV opening pressures were presented which are based on actual plant data. However, the pressures were not specific to any particular plant. The NRC staff proposed to maintain compliance with the TS given the actual S/RV performance, where the current +/-3% tolerance should be expanded and could be used as a new TS limit and in the safety analysis.

V. Cusumano In the NRC staffs proposal, the allowable as-found opening pressure values would: 1) be plant specific and reflect how the S/RVs actually perform, 2) be consistent with the reload analysis, and 3) allow the overall system of S/RVs to maintain system pressure below Safety Limit 2.1.2.

Additionally, the proposal considers that the allowable ranges may be put into a licensee-controlled document similar to the Core Operating Limits Report or Pressure and Temperature Limits Report.

The NRC staffs proposal was well received by the TSTF members. The TSTF members asked clarifying questions and expressed that the proposal appears to be a viable approach. The TSTF will pursue making changes to the traveler and share a draft of the revised traveler with the NRC staff by late March 2022.

The public had no comments.
