PLANT-SPECIFIC ADOPTION OF TRAVELER TSTF-490, DELETION OF E BAR DEFINITION AND REVISION TO RCS

[REACTOR COOLANT SYSTEM] SPECIFIC ACTIVITY TECH SPEC Traveler TSTF-490 was approved for adoption by licensees via the consolidated line item improvement process (CLIIP) in a Federal Register Notice dated March 19, 2007 (72 FR 12838), and is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML070250176.

Since then, numerous licensees have chosen to adopt the Traveler. During the license amendment request (LAR) reviews some technical issues were identified, which were addressed through requests for additional information (RAIs). In order to streamline the process and avoid the issuance of RAIs, the Technical Specifications Task Force (TSTF) submitted a revision to the Traveler on March 14, 2011 (ADAMS Accession No. ML110730473).

The U.S. Nuclear Regulatory Commission staff accepted Revision 1 of TSTF-490 for review.

During the review of the revision, some additional technical concerns came to light. In lieu of continuing the review of Revision 1, the TSTF decided to withdraw it, due to budgetary limitations.

Because Revision 1 was withdrawn, the originally identified issues, which are being addressed through RAIs, will not be corrected. Therefore, future LARs to adopt TSTF-490 should not be accepted for review under the CLIIP. These LARs can still be accepted for review (if meeting appropriate acceptance criteria), but should be handled through the normal LAR review process. In other words, in addition to the Technical Specifications Branch (STSB), the appropriate technical branches should be involved in the review, including the Accident Dose Branch. In addition, the review schedule should be set for a normal LAR review schedule, not the expedited 6-month CLIIP schedule.

Jolicoeur The Division of Policy and Rulemaking and STSB staff members are working with the TSTF to address the original issues and the additional technical concerns that were raised during the review of Revision 1. Any further changes in acceptance or review of LARs adopting TSTF-490 will be communicated promptly.
