SUMMARY

OF FEBRUARY 24, 2022, QUARTERLY MEETING WITH THE TECHNICAL SPECIFICATIONS TASK FORCE On February 24, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff held a public teleconference with members of the Technical Specifications Task Force (TSTF). The purpose of the meeting was for the NRC staff and the TSTF to discuss technical issues and administrative processes related to technical specifications (TSs) and travelers. The meeting notice is available in the Agencywide Document Access and Management System (ADAMS) at Accession No. ML22041A540. A list of attendees is enclosed.

The TSTF went over the 2021 year in review, highlighting major accomplishments from last year. See handout at ADAMS Accession No. ML22056A294.

The NRC discussed questions they received from Electric Power Research Institute (EPRI) regarding interpretation of TSs from approved TSTF-577, "Revised Frequencies for Steam Generator Tube Inspections." A public meeting to discuss this further is scheduled for March 3, 2022. The questions from EPRI are in ADAMS at Accession No. ML22006A030. The TSTF commented that in the future if there are interpretation questions on an approved traveler, that they be involved, to stay in process.

The NRC staff alerted the TSTF to an issue with specific language in the approved TSs from traveler TSTF-567, Revision 1, "Add Containment Sump TS to Address GSI-191 Issues, in ADAMS at Accession No. ML17214A813. We will engage them separately to discuss in greater detail and work towards resolution.

The possible need or usefulness of decommissioning TS was discussed. Bruce Montgomery of Nuclear Energy Institute (NEI) agreed to bring this up with the NEI decommissioning group.

V. Cusumano The TSTF gave a brief overview of three new travelers they plan to submit.

1.

TSTF-592, Revise Automatic Depressurization System (ADS) Instrumentation Actions, will allow for more appropriate actions regarding inoperable ADS instrumentation. The TSTF plans to provide a draft for a pre-submittal meeting in early summer 2022.

TSTF-593, Design Features Revision. The TSTF stated some information in the Design Features section of the TS may not be required by regulation to be in the TS. The TSTF is looking to remove information that isnt required to be in TS. The TSTF plans to provide a draft for a pre-submittal meeting in early summer 2022.

Expansion of Surveillance Frequency Control Program to Administrative Controls and Inservice Testing Requirements, would be a two-fold traveler, which will include Administrative Controls and in service testing (IST) requirements in the surveillance frequency control program (SFCP). It will most likely be a roadmap with off-ramps for other requirements (IST and 10 CFR 50.69, but not change NEI 04-10. The TSTF is very early in process for this traveler, there is no schedule yet.

The TSTF informed the NRC that the Pressurized Water Reactor Owners Group (PWROG) is planning a project to facilitate adoption of Improved TS (ITS) features in non-ITS plants. This would not be a traveler, but rather a report with examples/instructions on how to submit a license amendment request (LAR) to adopt certain features of the standard TSs for plants with custom TSs. Some examples include changes to limiting condition for operation (LCO) 3.0.6, SFCP, and SFDP.

The status of active traveler reviews was discussed. See handout in ADAMS at Accession No. ML22056A293.

TSTF-576, Revision 1, "Revise Safety/Relief Valve Requirements" o

The TSTF plans to submit a revised draft by 3/18/22.

TSTF-584, Revision 0, "Eliminate Automatic RWCU [Rector Water Cleanup] System Isolation on SLC [Standby Liquid Control] Initiation" o

Submitted on 2/23/22.

Draft TSTF-585, Revision. 0, "Revise LCO 3.0.3" o

NRC staff will provide updated comments by 3/11/22.

Draft TSTF-588, Revision 0, "Remove List of COLR [Core Operating Limits Report]

Methods" o

The TSTF plans to submit a revised draft by the end of March.

TSTF-589, Rev. 0, "Eliminate Automatic Diesel Generator Start During Shutdown" o

Submitted on 2/3/22.

Draft TSTF-591, Rev. 0, "Revise Risk Informed Completion Time (RICT) Program" o

The TSTF plans to submit it for review by 3/18/22.

No public comments were received.

The next meeting is scheduled for May 12, 2022.
