OF NOVEMBER 18, 2021, QUARTERLY MEETING WITH THE TECHNICAL SPECIFICATIONS TASK FORCE On November 18, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff held a public teleconference with members of the Technical Specifications Task Force (TSTF). The purpose of the meeting was for the NRC staff and the TSTF to discuss technical issues and administrative processes related to technical specifications (TSs) and travelers. The meeting notice is available in the Agencywide Document Access and Management System (ADAMS) at Accession No. ML21300A332. A list of attendees is enclosed.

The NRC staff requested that the TSTF create a definitive list of approved changes to Standard Technical Specification (STS) NUREGs since STS Revision 0 was issued in 1992 with a focus on describing any conditions that a licensee or applicant must meet to adopt the change, such as described in Reviewers Notes, the TSTF traveler, and the model safety evaluation. A list would be helpful for the licensees with custom plant-specific TS, who plan to convert to the STS format. Similarly, it would be helpful for licensees, with STS style TS, who plan to adopt a large number of travelers that were approved after they converted to STS. The list would also constitute a useful knowledge management tool for the NRC staff.

Once the travelers are incorporated into revisions of the STS (published as NUREG-1430 through NUREG-1434), it is difficult to identify commitments related to adoption. In TSTF-527, Incorporate Model Application Commitments as Reviewer's Notes (ADAMS Accession No. ML21326A204), the TSTF incorporated the commitments from the model applications into the STS Bases as Reviewer's Notes. The TSTF agreed to evaluate the usefulness of preparing a T-traveler, like TSTF-527, for travelers that were approved since TSTF-527 was issued and that were incorporated into Revision 5 of the STS NUREGs.

The NRC staff explained that even though a contractor is working on the Standard Review Plan (SRP) Modernization of Chapter 16, the staff in TSs Branch (STSB) is overseeing the changes.

N. Jordan There have been several instances of licensees adopting traveler TSTF-505, where the staff has requested that the licensee revise the wording approved for Paragraph e of the traveler.

The TSTF commented that this is generic in nature and should have been raised with them, instead of asking licensees to make the change. The NRC agreed that it was generic in nature, and didnt engage the TSTF because it came up during an audit and staff knew that the wording was going to be superseded in an upcoming traveler.

The status of active traveler reviews was discussed:

TSTF-576, Revision 1, "Revise Safety/Relief Valve Requirements" o The TSTF submitted its response to NRC staffs request for additional information and Revision 1 of TSTF-576, "Revise Safety/Relief Valve Requirements (ADAMS Accession No. ML21174A109). A meeting is scheduled to discuss the traveler for Tuesday, November 23, 2021.

Draft TSTF-584, Revision 0, "Eliminate Automatic RWCU [Rector Water Cleanup] System Isolation on SLC [Standby Liquid Control] Initiation" o The NRC staff may have some comments/feedback, but no pre-submittal meeting is needed.

Draft TSTF-585, Revision. 0, "Revise LCO 3.0.3" o The TSTF is finishing internal reviews and will provide a revised draft in early December.

Draft TSTF-588, Revision 0, "Remove List of COLR [Core Operating Limits Report]

Methods" o The TSTF is working on a revision to the draft, which will likely be provided by the end of the calendar year.

Draft TSTF-589, Rev. 0, "Eliminate Automatic Diesel Generator Start During Shutdown" o The NRC staff may have some comments/feedback, but no pre-submittal meeting is needed.

Draft TSTF-591, Rev. 0, "Revise Risk Informed Completion Time (RICT) Program" o The NRC staff requested a pre-submittal meeting.

The TSTF informed the NRC staff that industry is developing a new approach to address the issue of when a licensee needs to request a license amendment with respect to 10 CFR 50.69 and the TS SRs that reference the in-service testing (IST) program. The TSTF is planning to submit a draft traveler to the NRC sometime in the first half of 2022, and will request a pre-submittal meeting.

The NRC staff discussed instances where licensees are adjusting completion times for temporary situations using footnotes and nested logical connectors. Staff stated that this can get very confusing and that it causes difficulty for inspectors and licensing staff to determine what is permitted. The NRC staff and the TSTF agreed that licensees should not be using these ad hoc constructs, because there are no TS usage rules for them. The TSTF commented that footnotes are not to be used, except in tables and logical connectors are not to be used in completion times past the first level. The NRC suggested that the TSTF investigate a standard approach to deal with these situations. The TSTF agreed to investigate possible written guidance for licensees.

NRC staff and management were invited to attend the Joint Owners Group Licensee Committee Meeting on December 15, 2021. It was decided that the NRC will participate virtually.

N. Jordan Meeting dates for 2022 are February 24, May 12, August 25, November 17 No public comments were received.

The next meeting is scheduled for February 24, 2022.
