Catawba Nuclear Station Docket No. 50-413 Reply To NRC Examination Report No. 50-413/93-300 This reply addresses the NRC concerns identified by Inspector Follow-up Items (IFI) 50-413/93-300-01 and 50-413/93-300-02. These two (2) IFIs relate to a lack of attention to detail in procedure implementation and borderline performance of the

' licensed operator requalification training program and licensed operators, respectively.

Improvement plans incorporate corrective measures in the following areas:

. Procedure Use and Adherence

. Continued Simulator Observations by Site Management The six (G) Job Performance Measures (JPMs) which were evaluated as unsatisfactory. during the. walkthrough examination greatly affected the passing / failure rate of the examinations, which reflects upon the licensed operator training program and licensed operator performance. As noted by the NRC Examiners, the unsatisfactory performance by the operators on the JPMs may be indicative of a lack of attention to detail by the operators when implementing procedures. Therefore, problems identified by both IFIs are closely linked together and overlap to such a degree that the following planned corrective measures will address both concerns.

PROCEDURE USE AND ADlIERENCE A definite improvement was noted in the use and compliance of Emergency Operating Procedures at Catawba by the NRC examiners. The challenge now is to reach the same level of consistency in the performance of non-emergency ovolutions. Titis challenge will be met by the following: >

. Duke Power Company willimplement Nuclear Site Directive (NSD) 704, Technical Procedurt Use and Adherence, (Attachment), by January 1, 1994. This directive defines, in detail, the proper use of procedures including areas of flexibility and strict compliance to non-emergency evolutions. The time frame allows formal training on this directive to be completed for all Operations personnel qualified to use procedures prior to implementation.

. The "Stop, Think, Act, Review (STAR)" program for self-checking will be further re-emphasized relative to proper procedure adherence and use by Training Instructors and simulator observations by management during simulator training. Line supervision will verify compliance through their job observations in the field with the operators. I CONTINUED SIMULATOR OIISERVATIONS IlY SITE MANAGEMENT Operator performance on the simulator improved significantly between 1992 and 1993 Requalification Exams as noted by the NRC Examiners and evidenced by a 100% pass rate on simulator exams. This improvement was due to several factors, most significantly, site management involvement in observations of the crews during simulator training exercises. This involvement was initiated last year in an effort to improve operator performance and will be continued to communicate management expectations. Management involvement is illustrated by the following: 1 1

- Senior Site Management , Operations Management, and Training Management will periodically observe crew simulator training and participate in critiques.

. Selected Operations Management will participate in licensed operator 1 requalification simulator training sessions to ensure and reinforce management expectations and to ensure compliance.

- Operations Training Instructors will reinforce operations management expectations during simulator sessions and critiques.
