NRC letter to TVA, Notification of Licensed Operator Initial Examination 05000390/2010301, dated March 29, 2010 The referenced letter informed the Tennessee Valley Authority (TVA) that the NRC will be administering operating tests during the weeks of August23 and 30, 2010, with written examinations being administered during the week of September 6, 2010. Also in the referenced letter, the NRC indicated that TVA should submit preliminary reactor operator and senior reactor operator license applications, medical certifications, and waiver requests at least 30 days before the first examination date. This letter submits preliminary Personal Qualification Statements (NRC Form 398) and Certification of Medical Examinations (NRC Form 396) for the individuals scheduled to take the licensing examinations. provides the name, type of examination, and the docket number for the applicants. Enclosure 2 provides the preliminary Personal Qualification Statements and Certification of Medical Examinations which have been initiated for those applicants. Complete and approved versions of these documents will be forwarded in the near future to support the examination schedule.

Also in the referenced letter, NRC requested TVA to provide by July 2, 2010, the written examinations, operating tests, and the supporting reference materials identified in Attachment 3, Reference Material Guidelines for Initial Licensing Examinations, of ES-201, Initial Operator Licensing Examination Process, of NUREG 1021, Operator Licensing Examination Standards for Power Reactors. Consistent with this schedule, the written examinations, the operating tests and the reference materials were hand carried to the Region II offices on July 2, 2010, by member of WBNs Operations Training staff. This letter documents the completion of these actions.

This letter contains no new commitments, and in accordance with 10 CFR 55.49, Integrity of examinations and tests, and NUREG 1021, Operator Licensing Examination Standards for Power Reactors, appropriate measures have been taken to

Accordingly, it is requested that the written examinations, operating tests and the associated documentation discussed in this letter, be withheld from public disclosure until the examinations are completed later this year.

The referenced letter also indicated that the outlines for the operating test should be provided to NRC by June 9, 2010. Consistent with this schedule, the outlines were placed in the overnight mail to Mr. Gerard W. Laska, NRC Region II, on June 8, 2010.

This letter contains no new commitments and in accordance with 10 CFR 55.49, Integrity of examinations and tests, and NUREG 1021, Operator Licensing Examination Standards for Power Reactors, appropriate measures have been taken to ensure examination integrity and security. 2. NRC letter to WA, Operator Licensing Written Examination Approval 05000390/2010301, dated September 16, 2010 As authorized by Reference 2, the Tennessee Valley Authority (WA) administered a written examination to a group of licensed operator applicants on September 22, 2010.

In accordance with Examination Standard (ES) 501, Initial Post-Examination Activities, of NUREG 1021, Operator Licensing Examination Standards for Power Reactors, the enclosures contain information related to the examination as listed:

Enclosure 1 the ungraded written examinations (i.e., each applicants original answer and examination cover sheets). Since WA did not formally grade the exams, a completed Form ES-403-1, Written Examination Grading Quality Checklist, is not being provided.

Enclosure 2 two clean copies of each applicants answer sheet.

Enclosure 3 the master examination(s) and answer key(s), annotated to indicate any changes made while administering and grading the examination(s).

Enclosure 6 the written examination seating chart (ES-402).

Enclosure 7 the results of the written examination performance analysis that was performed, with recommended substantive changes (ES-403).

Enclosure 8 original Form(s) ES-201-3, Examination Security Agreement, with a pre- and post-examination signature by every individual who had detailed knowledge of any part of the operating tests or written examination before they were administered.

Enclosure 9 original of Form ES-401-6, Written Examination Quality Checklist, dated September 16, 2010. This form was also faxed to you on September 16, 2010.
