Reference:

Nuclear Regulatory Commissions (NRCs) letter to the Tennessee Valley Authority (WA) dated June 6, 2013, Watts Bar Nuclear Plant (WBN) Notification of Licensed Operator Initial Examination 05000390/2013302 In accordance with the referenced letter, the Tennessee Valley Authority is providing written and operating tests, and supporting reference materials in accordance with NUREG-1021 Operator Licensing Examination Standards for Power Reactors.

The operating test is scheduled to be administered during the weeks of October 14 and October 21, 2013. The written examination is scheduled to be administered the week of October 28, 201 3. In order to meet the examination schedule, WBN was requested by the NRC to furnish this examination material by August 1 9, 2013.

Enclosed are the written and operating tests, including the supporting reference materials for the Reactor Operators and Senior Reactor Operators examinations.

There are no commitments contained in this submittal.

In accordance with Title 10 of the Federal Code of Regulations (10 CFR) 55.49, and NUREG-1021, appropriate measures have been taken to ensure examination integrity and security. Accordingly, it is requested that this letter and the enclosed documents will be withheld from public disclosure until the examinations are completed.

Reactor and Senior Reactor Operator Initial Examinations - Preliminary Application

Reference:

Nuclear Regulatory Commission (NRC) letter to TVA, Notification of Licensed Operator Initial Examination 05000390/2013302, dated June 6, 2013 The referenced letter informed the Tennessee Valley Authority (TVA) that the NRC will be administering operating tests during the weeks of October 14 and 21, 2013, with written examinations being administered during the week of October 28, 2013.

In the referenced letter, the NRC indicated that WA should submit preliminary reactor operator and senior reactor operator license applications, medical certifications, and waiver requests at least 30 days before the first examination date. This letter submits preliminary Personal Qualification Statements (NRC Form 398), Certification of Medical Examinations (NRC Form 396) and waiver requests for the individuals scheduled to take the licensing examinations.

Enclosure I provides the name, type of examination, and the docket number for the applicants. provides the preliminary Personal Qualification Statements and Certification of Medical Examinations which have been initiated for those applicants. Complete and approved versions of these documents will be forwarded in the near future to support the examination schedule.

NRC letter to TVA, Watts Bar Nuclear Plant Operator Licensing Written Examination Approval 05000390/201 3302, dated October 10, 2013 As authorized by the reference, the Tennessee Valley Authority (TVA) administered a written examination to a group of licensed operator applicants on October 30, 2013. In accordance with Examination Standard (ES) 501, Initial Post-Examination Activities, of NUREG 1021, Operator Licensing Examination Standards for Power Reactors, the enclosures contain information related to the examination as listed:

Enclosure I The ungraded written examinations (i.e., each applicants original answer and examination cover sheets).

Enclosure 2 A clean copy of each applicants answer sheet.

Enclosure 3 The master examination(s) and answer key(s), annotated to indicate any changes made while administering and grading the examination(s).

Enclosure 7 The results of the written examination performance analysis that was performed, with recommended substantive changes (ES-403).

Enclosure 8 Original Form(s) ES-201-3, Examination Security Agreement, with a pre- and post-examination signature by every individual who had detailed knowledge of any part of the operating tests or written examination before they were administered.

In accordance with Title 10 ofthe Code of Federal Regulations (10 CFR) 55.49, and NUREG-1021, appropriate measures have been taken to ensure examination integrity and security. Accordingly, the enclosures were forward by overnight mail to Mr. Michael Meeks, NRC Region II on November 6, 2013.

Because of the administratively confidential nature of the enclosed material, it is requested that the information forwarded to Mr. Meeks contained in Enclosures I through 8 be withheld from public disclosure until the examinations are completed.
