Dear fir. Tedesco:

Combustion Engineering (C-E) provided in Reference (A) the results of a CESSAR design review which concluded that its rapid depressurization and decay heat removal capabilities were sufficient. Subsequently the Staff requested addi-tional information in Reference (B) in order to complete their consideration of the potential for adding valves of a size to facilitate a more rapid depressur-ization of the CESSAR reactor coolant system.

Several questions in the requested information will require an extensive period of time to adequately respond. C-E is working with the C-E Owners Group (CE0G) to define a program to respond to these questions and the program will be con-sidered at the next CE0G meeting. At that time a scope and schedule should be agreed upon by C-E and C-E plant owners. Although C-E prefers one formal inte-grated response, interim review meetings can be held between C-E and the NRC Staff to ensure that C-E is pursuing an acceptable approach towards providing the requested information.

In any event C-E will provide you with a submittal next month which will con-tain a basis for continued licensing of the CESSAR design. The C-E submittal will justify continued CESSAR-F licensiig and plant operation until this matter is completely resolved.
