February 26, 1982 3.0 SCHEDULED WORK FOR NEXT WORK PERIOD 3.1 Task 1 Review of Seismic Design Chain The report will be completed for the review of sesimic service-related contracts performed prior to June 1978.

3.2 Task 2 - Independent Requalification 3.2.1 Auxiliary Building The independent calculations for the soil springs will be checked and the time history plotted. The computer model will be run to calculate the mode shapes, frequencies and the

. dynamic response culminating in floor response spectra.

Prof. Holley will continue review of the Auxiliary Building

'ynamic model.

3.2.2 Piping Runs and Piping Supports Four piping analyses.,will be..completed and checked by 3/1/82.

Comparison with PGandE analyses will start. Pending receipt of information from PGandE, the remainder of the generic sample piping will be computed.

3.2.3 Equipment The analysis for the CCW Heat Exchanger, CCW Pump and Hot Shutdown Remote Control Panel will be checked.

3.2.4 Conduit and HVAC Duct Supports The independent calculations of the two HVAC duct samples will continue.

6. 0 INSPECTION VISITS P. Morrill, J. Fair and K. Herring conducted an unannounced NRC inspection on February 22 and 23, 1982. The RLCA calcu-lations for the Diesel Fuel Oil Priming Tank and the Main Annunciator Cabinet were reviewed. In addition, technical and criteria were discussed.

P This report covers our activities through February 23, 1982, with 'regard to our independent Quality Assurance reviews of the Diablo Canyon Unit 1 Plant.

To summarize our activities to date, we have completed

.the 'ollowing steps in our review of the quality assurance programs of PGKE and the six primary organizations performing seismic safety-related design work under subcontract to PGEE:

(1) We have completed our reviews of PGSE's and the six subcontractors'uality assurance program manuals and procedures, using the Program Review Checklist included in our December 19, 1981 biweekly progress report.

(2) Lists of questions were generated as a result of the program reviews, and were presented to PGKE and the subcontractors, in preparation for program implementation audits. The questions were designed to clarify non-specific areas of the program manuals and to assist the audited organizations in understanding the scope of the audits to be performed. The lists of questions.

were included in our December 19, 1981 and January 4, 1982 biweekly progress reports.

(3) Detailed Audit Checklists were generated in preparation for our program implementation audits

'of PGSE and the six subcontractors. The Audit Checklists for ANCO Engineers and EDS Nuclear were included in our January 4, 1982 biweekly progress report, and the Audit Checklists for EES (Cygna), WYLE, URS/Blume, and Harding Lawson Roger I'. Rcccly, P.H. Englllccflllg Colllllllullg

'he Audit Reports for EES, URS/Blume, WYLE, and ANCO are currently in preparation, and are nearly complete. The implementation audit of PGSE is also nearing completion..-

--Appendix A shows our schedule for completion of the implementation audits and audit reports for Phase X, as of this date.

-1.2 An error is an incorrect result that has been verified as such. It may be due to any of. several reasons:

mathematical mistake use of wrong analytical method omission of data use of inapplicable data 1.3 Class'A An error is considered Class A if design criteria or operating limits of safety related equipment are exceeded as a result, and changes in design or operating procedures are required.

1.4 Class B An error is considered Class B if design criteria or operating limits of safety related equipment are exceeded, but are resolvable by means of more realistic calculations or retesting-~

1.5 Class C An error is considered Class C if incorrect

C. An EOI Report will be filled out in other situations (spectxal differences, examination of PGandH criteria, allowables. exceeded, etc.) as necessary.

REPORT PROCEDURES (These same basic procedur'es are applicable to QA Findings and Observations)

A. The EOI classification will be determined by the criteria in the "Error and Open Item Classification".

B- A list of items needed to close'resolve) an open item will be included in the EOI Report.

Revision 3 P105=4 February 24, 1982 C. All EOI Repoxts will be signed by an RLCA engineer. The Project Engineer will check all EOI Reports.

D.. A separate:sequential file number .will.be assigned to each EOI Report. Each EOI Repoxt is a logged and controlled document.

E. All EOI Reports will be issued as Revision 0. Any'ub-sequent changes ,. to the EOI Report will be noted by the issuance of a revision. This revision will be reported in the same manner as an EOI Report Revision 0.

'. DOCUPIENTATION A.. Each EOI Repoxt will have an individual file.

B. Each EOI Report will be released immediately to PGandE under a transmittal cover. The transmittal date will be noted on the report.

C. All EOI Reports will be attached and noted in the following RLCA Progress Repoxts.

D. All meetings and telephone convexsations wherein resolu-tion information is discussed will be documented and included in the file.

E. Copies of all documents used to resolve the error or.

open item will be included in the file.

FINAL RESOLUTION A. Resolution information will be sent to RLCA pxior to Final Resolution.
