Dear Mr. Freeman:

On April 22,2011, the U.S. Nuclear Regulatory Commission (NR_C_) completed an inspection atSeabi-ook Station, Unit No. 1 using Temlorarylnstruction ?5151183, "Followup to theFukushima Daiichi Nuclear statioi Fuel'Damige Event." The enclosed inspection reportdocuments the inspection results which were discussed on April22,2011 , with you and othermembers of your staff.The objective of this inspection was to promptly assess the capabilities of Seabrook Station toresponb to extraordinary consequences similar to those that have recently occurred at theJapanese Fukushima Daiichi Nuclear Station. The results from this inspection, along with theresults from this inspection performed at other operating commercial nuclear plants in theunited states will be used to evaluate the United statei nuclear industry's readiness to safelyrespond to similar events. These results will also help the NRC to determine if additionalregulatory actions are warranted.All of the potential issues and observations identified by this inspection are contained in thisreport. The NRC's Reactor Oversight Process willfurther evaluate any issues to determine ifthey are regulatory findings or viola-iions. Any resulting findings or violations will be documentedOy ine NnC in a sbparate report.
