SEQUOYAH NUCLEAR PL/sNT (SQN) - TECHNICAL SPECIFICATION (TS) CHANGE 91-01 In accordance with 10 CFR 50.90, we are enclosing a requested amendment te License DPR-79 to change the TSs of SQN Unit 2. The proposed change modifies the required boron concentration for one of four cold leg injection accumulators from between 2,400 and 2,700 parts per million (ppm) boron to between 1,900 and 2,700 ppm boron for Unit 2 Cycle 5 operation only.

As explained in a telecon between TVA and NRC staff on January 9, 1991, this change is requested to reduce the frequency at which the Unit 2 col.d leg accumulator No. 3 is being removed from service (with entry into TS Action 3.S.1.1) for periodic draindowns and rr.: fills. This periodic evolution has been necessary as a result of a continuing small reactor coolant inleakage into the accumulator on the order of 0.1 to 0.2 gallon per minute. Your expeditious review and approval are requested so that this relief may be implemented as soon as possible.

  • The proposed TE change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.
