1. Reportable Occurrence Report No. 50/313/80-007/99 X Rev.1 -
2. Report Date: 3. Occurrence Date: 3/14/80 4 Facility: Arkansas Nuclear One - Unit 1 Russellville, Arkansas S. Identification of Occurrence:

Possible non-conservative Decay Heat Pump installation due to the installation of wear rings of the same material which is not in compliance with the original design specification which calls for dissimilar materials.

6. Conditions Prior to Occurrence:

Steady-State Power X Reactor Power 2560 MWth ,

Hot Standby Net Output - 740 gg, Cold Shutdown Percent of Full Power 100 g 9

Refueling Shutdown Load Changes During Routine Power Operation Routine Startup Operation Routine Shutdown 9

Operation Other (specify)

7. Description of 0ccurrence:

AP&L was ir. formed by B&W that the ANO-1 Decay Heat Pumps Lcontain wear rings which might not meet design specifications. : This caused AP&L to issue a telegram to NRC reporting this per T.S.6.12.3.1.i . Later communication from B&W indicated.that the wear rings installed at ANO-1 were acceptable.

based on testing that had.been performed by B&W Canadh; and that the. design drawings which had been approved ^by B&W Lynchburg showed the wear ri.ngs as ?

presently inservice at ANO-1 are acceptable.

8. Designation of Apparent Cause of Occurrence:

Design Procedure Fbnufacture Unusual Service Condition Including Environmental Installation /

Const ruction Component Failure (See Failure Data) ,

Operator _

Other (specify)

Review by B&W indicated the possible problem because'the decay heat pump design specification had not been met for the-installed wear rings. Sub-sequent evaluation indicated the problem to be a failure to document the analysis adequately for the changes which had been approved into the Design Specification.

9. Analysis of Occurrence:

A test program conducted by B&W Canada at the tine of pump manufacture indicated that the use of wear rings of dissimilar materials was not necessary. Review of performance of pumps in similar applications using wear rings with materials of similar hardness has shown acceptable resul ts. B&W has determined that the design was approved at the tire of manufacture because.the final design drawings were approved by B&W Lynchburg. However, the design drawings did not agree with the pump specifica tion. Oral communication from B&W has indicated that they no longer consider this item to be reportable. Based on our evaluation and upon B&W advice, AP&L no longer considers this item to adversely affect safety and need not have reported the discrepancy, W

10. Corrective Action:

None required. Final analysis shows that the use of similar metals (as installed and originally specified), or dissimilar metals (as ~

indicated in the design specifications) is acceptable.

Therefore, changes to the specifications are not required.

11. Failure Data:

No similar occurrences.
