OPERATOR LICENSING EXAMINATION APPROVAL

Dear Mr. Pacilio:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Byron Station, Units 1 and 2.

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. Stanley Kerr, Training Director. Note that any examination waivers have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," during the weeks of June 9 and 16, 2014. The NRC staff will administer the operating tests during the weeks of June 2 and 9, 2014.

This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1021 for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1 021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing operators at your facility, do not administer the examination and contact me at (630) 829-9707.

Please contact Mr. R. K. Walton, Chief Examiner, at (630) 829-9836, if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS:

BYRON STATION

Dear Mr. Pacilio:

We have received your corporate letter RS-11-110 dated June 29, 2011, and Byron 2011-0136 letter dated September 28, 2011. In these letters, you requested initial operator licensing examinations be rescheduled at the Byron Station from September 2014 to June 2014 and from March 2016 to August 2015.

In response, we have canceled the initial licensing exams previously scheduled for September 2014 and March 2016. We have also scheduled initial licensing examinations for the weeks of June 2 and 9, 2014, and for the weeks of August 10 and 17, 2015, at the Byron Station. Onsite validation for these initial licensing examinations will take place about three weeks prior to the exam date.

We note that you were previously scheduled for an initial operator licensing exam the weeks of January 14 and 21, 2013. Per your request, we have changed this examination date to the weeks of April 29 and May 6, 2013, with an onsite validation date of April 1, 2013. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program.

In a September 16, 2011 conversation with Mr. Gregg Smith, Senior Operations Training Instructor at Byron Station, a request to reschedule the current 2014 and 2016 Byron Station Initial Operator License Examination dates was confirmed.

Per response to RIS 2011-04 NRC Form 536 submitted in Exelon Generation Company letter RS-11-110 dated June 29, 2011, the current dates were provided. Proposed revised dates are shown below.

Reference:

NRC Regulatory Issue Summary 2011-04, "Preparation and Scheduling of Operator Licensing Examinations," dated May 26, 2011 The referenced Regulatory Issue Summary (RIS) requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates requiring initial operator license examinations for calendar years 2013 through 2016, and the number of candidates requiring Generic Fundamentals Examinations for calendar years 2013 and 2014. Attachments 1 through 11 provide responses to RIS 2011-04 for the EGC plants Identified above. The requested information for each facility Is provided on a separate NRC Form 536.

In calendar year 2013, six candidates are expected to take the dual-site Limited Senior Reactor Operator (LSRO) initial license examination as Indicated on Attachment 7. The schedule for the indicated examination Is as follows: the written examination and a portion of the operating examination will be given at Limerick Generating Station (LGS); the remainder of the operating examination will be completed at Peach Bottom Atomic Power Station (PBAPS). Since the LSRO examination is a dual-site examination that involves LGS and PBAPS, rather than repeating the same information on both attachments, the examination scheduling Information is provided on Attachment 7 for LGS. Attachment 9 for PBAPS references Attachment 7 where appropriate.

Dear Mr. Pacilio:

We have received your corporate letter RS-10-130. In that letter, you requested an initial operator licensing examination be scheduled at the Byron Station for January 2014 and January 2015.

In response, we have scheduled an initial licensing examination for the weeks of January 27 and February 3, 2014, at the Byron Station. Additionally, we have scheduled an initial licensing examination for the week of February 9, 2015, at the Byron Station. On-site validation of these examinations is tentatively scheduled approximately three weeks prior to the examination date. We note that you were previously scheduled for an initial operator licensing exam the weeks of January 14 and 21, 2013. Per your request, the 2012 initial license exam has been moved to the week of January 23, 2012, with an onsite validation date of the week of January 2, 2012. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program.

NRC Regulatory Issue Summary 2010-08, "Preparation and Scheduling of Operator Licensing Examinations," dated June 28, 2010 The referenced Regulatory Issue Summary {RIS) requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates requiring initial operator license examinations for calendar years 2012 through 2015, and the number of candidates requiring Generic Fundamentals Examinations for calendar years 2012 and 2013. In a letter dated August 13, 2009 (RS-09-1 09), your staff responded to Regulatory Issue Summary (RIS) 2009-11, and requested we schedule initial license operator examinations for the Exelon Nuclear Plants. In a separate letter dated March 19, 2009 (U-603882),

Cli~ton Power Station requested an examination be administered in October or November 2010 that was not included in your RIS response letter. That examination has been added to your examination schedule. In a separate letter dated November 18, 2009 (U-603924),

Clinton Power Station requested we not schedule the examination requested in December 2011 per your letter, but retain an August 2011 examination scheduled from your response to the 2008 RIS for examination scheduling. In a separate letter dated January 6, 2010 (Byron 201 0-0003), Byron Station requested we change the dates of their examinations proposed for 2011, 2012, and 2013 to other dates. We were unable to accommodate the April 2013 examination requested for Quad Cities Nuclear Power Station. It is currently listed as "To Be Determined" as we are currently negotiating a mutually acceptable examination date with Quad Cities training department personnel. This letter confirms scheduling of the requested examinations at the Region Ill Exelon power plants and incorporates the changes requested by Clinton Power Station and Byron Station. We have tentatively scheduled the requested examinations to occur as follows:

The letter will provide the director with the chief examiner's name, an outline of examination security expectations, a list of the materials required by the NRC to conduct the examination, and it will reconfirm the examination dates and the number of candidates you have in the training program. NRC Regulatory Issue Summary 2009-11, "Preparation and Scheduling of Operator Licensing Examinations," dated July 16, 2009 The referenced Regulatory Issue Summary (RIS) requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates requiring initial operator license examinations for calendar years 2010 through 2013, and the number of candidates requiring Generic Fundamentals Examinations (GFEs) for calendar years 2010 and 2011. Attachments 1 through 10 provide responses to RIS 2009-11 for the Exelon Generation Company, LLC (EGC) plants identified above. The requested information for each facility is provided on a separate NRC Form 536.

In calendar year 2010, eight candidates are expected to take the dual-site Limited Senior Reactor Operator (LSRO) initial license examination as indicated on Attachment 6. The schedule for the indicated examination is as follows: the written examination and a portion of the operating examination will be given at Limerick Generating Station (LGS); the remainder of the operating examination will be completed at Peach Bottom Atomic Power Station (PBAPS). Since the LSRO examination is a dual-site examination that involves both LGS and PBAPS, rather than repeating the same information on both attachments, the examination scheduling information is provided on for LGS. Attachment 8 for PBAPS references Attachment 6 where appropriate.
