during the interval May 27, 1993 through December 31, 1993 On March 29, 1994 a valve line up for initiating a Gaseous Release Permit for a Containment Purge Release was being performed as .per procedure. The operator discovered the Plant Vent Monitor isokinetic sample line valves in positions that were opposite from the plant procedure requirement, but were in accordance with a valve tag clearance alignment issued on May 27, 1993. The clearance alignment was incorrect, and the valves were repositioned as per plant procedure requirement.

During the misalignment interval, the Plant Vent Monitor was obtaining non-representative sampling for particulate radioactivity due to anisokinetic sampling where the sampling stream velocity was higher(super-isokinetic) than the release stream velocity.

A determination of the magnitude of the sampling error was made by:

1) reviewing ANSI N13-1-1969, in particular, Page 13 4.2.2.3 "Particle Size Fractionation due to Anisokinetic Sampling", states "When the air velocity through the sample probe and collector is greater than the stream velocity, smaller particles will be preferentially collected. The degree to which the fractionation occurs is a function of particle size, density, the particle size distribution, and the difference between the isokinetic velocity and the anisokinetic velocity employed. Except in very unusual situations, particles smaller than an aerodynamic diameter of about, five microns are able to follow the streamlines of the air, and the fractionation error is not great. Appendix C presents data showing the error which would be made for various conditions of anisokinetic sampling".
2) Reviewing the results of the last routine surveillance of the Ventilation Exhaust Treatment System that was performed on April 15, 1992. The results on the Flanders HEPA filter bank were 99.99 percent Mechanical Efficiency using poly dispersed aerosol as per ANSI/ASME'N510 test methods. Since these HEPA filters are upstream of the Plant Vent isokinetic sample nozzles, the particle size in this release stream would have been small.
3) By evaluating ANSI N13-1-1969's Appendix C "Errors due to Anisokinetic Sampling" Table Cl "Ratio of Observed to Actual Concentration of Particles when Sampled at Various Fractions and Multiples of Isokinetic Flow", an estimate of the sampling error can be determined for the super-isokinetic condition that existed during the misalignment. Assuming a Probe inlet velocity to Duct velocity ratio of 1.5, the ratio of observed concentration in a

sample to the Actual concentration, according to data in Table Cl, would be:

0.96 for < 4 um where um denotes micron size of particles.

This data suggest that the actual particulate activity would have been 4 percent higher than measured.

4) Based on ANSI N13-1 Table C1 data, the observed 99.99 Mechanical Efficiency Surveillance of the release stream on April 15, 1992, the sampling error was estimated at 4 percent low. The previously reported quantities, by Quarterly interval were as follows:

5) Due to the estimated error being less than 4 percent, and the resultant dose impact being negligible, no correction in the previously reported dose values is necessary.
6) The release estimates of the current calendar year (1994) particulate radioactivity will be increased by 4 percent to account for the anisokinetic sampling interval in 1994.
7) The following pages are the corrected values for the Unit 1 1993 Semiannual Reports.
