e VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 December 17, 1998 U. S. Nuclear Regulatory Commission Serial No.98-630 Attention: Document Control Desk NL&OS/ETS: R4 Washington, DC. 20555 Docket Nos. 50-338/339 50-280/281 License Nos. NPF-4/7 DPR- 32/37 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 .

SURRY POWER STATION UNITS 1 AND 2 SAFETY MONITOR IMPLEMENTATION SCHEDULE In a letter dated November 18, 1997 (Serial No.97-648), Virginia Electric and Power Company provided a response to the NRC staff's request for additional information regarding the North Anna risk-informed emergency diesel_ generator allowed outage time Technical Specification change. As part of that response, we provided our plans and schedule for installation of safety monitors at both Surry and North Anna Power Stations. The purpose of this letter is to provide an updated schedule for implementation of the safety monitors at both stations.

The previously identified schedule for safety monitor implementation was December 1998 for Surry and December 1999 for North Anna. This schedule assumed that the Surry PRA model update and safety monitor development would be followed by the corresponding North Anna activities. However, we have decided that it is more beneficial to first update the PRA models for both stations and subsequently develop the at-power safety monitors in parallel. Based on this approach, the at-power monitors will be implemented for both stations during 1999. Shutdown models for both stations are also being developed and will be implemented by January 31, 2000.

No new commitments are being made as a result of this letter. Should you have any questions or require additional information, please contact us;
