LICENSEE'S RESPONSE TO REQUEST FOR PARTICIPANT STATUS BY PAUL CAR ~1ICK On September 7, 1979, Paul Carrick wrote to the Nuclear.

Regulatory Cormission requesting " participant status" in the TMI-1 proceeding. Counsel for Metropolitan Edison Company .

(Licensee) received a copy of this letter from the NRC Docketing and Service Section on September 12, 1979. The letter expidins that Mr. Carrick wishes to address the question of reopening TMI-1 trom the vantage point of a Central Pennsylvania resident and educator living within the affected area, based in part on his awareness of the sentiments and opinions of his students with respect to the accident at TMI.

It appears that Mr. Carrick's objectives would be served by a limited appearance pursuant to Section 2.715 of the Rules of Practice (rather than intervention as a party pursuant to 1147 189 -

Section 2.714) and Licensee construes Mr. Carrick's request to be a request for a limited appearance. Licensee has no objection to such an appearance by oral or written statement, or both, with respect to matters germane to the proceeding.
