MEETING AGENDA Omaha Public Power District (OPPD)

September 7, 2006 Purpose: To discuss and identify options that OPPD has for the next dry cask storage campaign.

The NRC granted an exemption to OPPD on July 19, 2006, to Certificate of Compliance (CoC) 1004 to support loading four 32PT dry shielded canisters for the Standardized NUHOMS Horizontal Modular Storage System for Irradiated Nuclear Fuel at the Fort Calhoun Station. This exemption provides immediate relief for the spent fuel pool.

OPPD would like to discuss long-term options.

Outcome: Options identified 9:00 am Introductory comments NRC/OPPD 9:05 a.m. Background OPPD

a. OPPD exemption basis and limitations
b. Need for dry cask storage campaign prior to next refueling outage 9:30 a.m. Options OPPD
a. Upgrading of the crane
b. Use of light weight transfer cask with no prior approval by NRC needed
c. Use of light weight transfer cask with prior approval of NRC needed
1) timeframe for application
2) complex or simple license amendment

- Dose operating experience during the loading and transport of the four canisters at Fort Calhoun during July-August

- Transnuclear Inc., contention that dose rates associated with light weight transfer cask are the same order of magnitude as doses associated with some transportation packages

- thermal issue

d. Other options (e.g., reracking of the spent fuel pool) 10:30 a.m. Discussion of timeframes for decisions OPPD/NRC 10:45 a.m. Identification of Action Items 11:00 a.m. Public questions 11:15 a.m. Closing remarks
