ESSW Pumphouse Ventilation PPL Rev. 3 B 3.7.6 B 3.7.6 ESSW Pumphouse Ventilation BASES TRO The ESSW Pumphouse Ventilation System provides heat removal capability to ensure equipment temperature limits are maintained for the ESW pumps and the Unit I and Unit 2 RHRSW pumps. These pumps are required to operate to mitigate a design basis event. The ESSW Pumphouse ventilation system consists of two subsystems that provide the primary means to remove heat from the pumphouse. Each subsystem consists of four trains.

A train consists of a fan and associated dampers. The associated dampers for a fan train are an outside supply damper, two recirculation dampers and an exhaust damper. The fail safe position of the outside supply and exhaust dampers is closed and the recirculation damper fail safe position is open.

Note that when the outside supply damper is placed in the fail safe position (closed), one of the recirculation dampers should be gagged in the open position to prevent potential fan damage. Placing the outside supply damper in the fail safe position assures that a single failure of an outside supply damper will not cause freezing temperatures in the subsystem during winter. Analysis has shown that two fan trains in a subsystem (fan, duct, dampers and associated controls) will maintain temperatures within operability limits. Analysis has also shown that one fan train assures adequate cooling (36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br />) during summer months.

If only one damper or multiple dampers in one fan train are failed, the appropriate damper positions are closed for the supply and exhaust dampers and open for the recirculation dampers regardless of the time of year (see Table B3.7.6-1). If the supply damper is failed or gagged closed, one of the recirculation dampers must be opened to prevent potential fan damage. The above actions allow the dampers to remain in the above configuration through any season since the remaining fan systems can maintain temperatures in the pumphouse. With the exception of the supply damper failure requiring one recirculation damper to be gagged open, only the damper or dampers that are failed need to be placed in the position dictated by Table B3.7.6-1 or as directed by Engineering. The affected fan train is considered not operable.

If one damper or multiple dampers in two or three fan trains are failed during June, July or August, the appropriate damper positions is open for the supply and exhaust dampers and closed for the recirculation dampers (see Table B3.7.6-2). Note that the time frames are for when the damper failure initially occurred and changes to damper positions are not required even if the TRO carries into an adjacent month. All dampers in the affected train must be placed in the position specified in Table B3.7.6-2 or Table B3.7.6-3 or as directed by Engineering. If the supply damper is failed closed, one of the recirculation dampers must be opened to prevent potential fan damage. The damper configuration in Table 3.7.6-2 maintains the fan train operable if the fan is operable.

If all 4 Division I fan trains (0V521A, 0V521C, 1V506A and 2V506A) are failed and three Division II fan trains (0V521B, 0V521D, 1V506B and 2V506B) are operable an acceptable ventilation alignment is blocking open Door 1702-0, Door 1703-0, Door 1701-0 and Door 1706-0 and confirming Door 1704-0 and 1705-0 are closed. Each ventilation subsystem provides cooling for separate divisions of equipment. Each division consists of two ESW pumps, one Unit 1 RHRSW pump and one Unit 2 RHRSW pump. The two ESSW Pumphouse Ventilation Subsystems provide the normal and emergency ventilation for the ESSW pumphouse. (Reference 1)

ACTIONS The ACTIONS are modified by two Notes. Note 1 directs the entry into both a Condition for an inoperable fan(s) and Condition D, E, F or G for inoperable dampers when both one or more fans and one or more dampers are inoperable. Should the fan(s) and one or more dampers in an ESSW Pumphouse Ventilation Subsystem fan train(s) be inoperable, entry into two Conditions is required.

These controls consist of stationing a dedicated person capable of installing a gag, who is in communication with the control room, at the damper. In this way, the damper can be re-gagged if the associated ESW/RHRSW pump starts.

An exception to the administrative control requirement to have a dedicated person stationed at the damper is when a damper has been repaired and successfully tested for operability but all of the required documentation has not been completed (i.e., functional but not administratively operable). If an inoperable damper remains un-gagged under administrative controls for a period of time greater than allowed by the action statements (i.e., 72 hrs.),

the associated ESW\RHRSW pump must be declared inoperable.

The Actions are defined to ensure proper corrective measures are taken in response to inoperable components. The completion times are similar to completion times for the ESW system and are also based on engineering judgement that accounts for the fact that the system is a support system whose function is to maintain the ESSW Pumphouse temperature within limits.

Each subsystem of ESSW pumphouse equipment can maintain acceptable temperatures to meet design basis limits when all ventilation subsystem fan trains are operable. If a fan's associated damper(s) are inoperable, the associated fan subsystem can perform its intended safety function provided the inoperable fan(s) damper(s) are gagged in the appropriate position as determined by Tables B3.7.6-1, B3.7.6-2 and B3.7.6-3 or by Engineering.

The gagged damper position ensures that the ambient temperatures will remain within limits thus assuring operability of ESSW pumphouse equipment. An inoperable fan reduces the cooling capability of the subsystem thus compromising the subsystem ability to maintain temperatures within design limits.

Conditions D, E, F and G relate to inoperable dampers in a subsystem.

Condition D is specific to the failure of one or more dampers on one fan train in a subsystem. Condition D requires the dampers to be gagged in the fail safe position. Adequate cooling to the division will be provided by the remaining fans.

If the 'D' ESW fan exhaust damper (TD-08206D4) were to fail at a later date (but before the 'D' ESW supply damper was repaired), entry into Condition D would be required for the 'D' ESW exhaust damper since it is associated with the same fan train as the 'D' ESW supply damper.

A second example is provided for the hypothetical entry into Condition E. If the 'D' ESW supply damper (TD08206D1) failed, entry into Condition D would be required and the damper would be gagged in the fail safe position (closed for this damper) assuming all other dampers in the division are operable. If the 'B' ESW supply damper (TD08206B1) failed at a later date (but before the 'D' ESW supply damper was repaired), separate entry into Condition E would be required since it is associated with a different fan train. Additional damper failures would require entry into either Condition F orG.

Conditions D, E, F and G are modified by a separate note to allow separate Condition entry for each damper. The purpose of this note is to allow adequate time to gag or secure and deactivate the damper actuator of the damper that has failed. This is acceptable since the Required Action for this condition provides appropriate compensatory actions.
