Letter from Mr. Thomas Blount (NRC) to Mr. Peter Dietrich (SCE) dated June 11, 2012, NRC Inspection Report 05000361/2012403 ; 05000362/2012403; Preliminary Greater Than Green Finding; and Exercise of Discretion

Dear Mr. Hay:

The reference letter transmitted NRC Inspection Report Nos. 05000361/2012403 and 05000362/2012403, which provided the results of a security baseline inspection completed on May 16, 2012, at San Onofre Nuclear Generating Station (SONGS), Units 2 and 3. The letter identified an apparent violation that is being considered for escalated enforcement and provided Southern California Edison (SCE) the opportunity to either: 1) request a predecisional enforcement conference; or 2) submit our position of the finding to the NRC in writing. The letter requested that SCE contact Mr. Michael C. Hay, Chief, Plant Support Branch 1, by phone and in writing within 10 days to notify the NRC of our intentions. In addition, the letter noted that if no response is received within 10 days, the NRC would continue with the significance determination and enforcement decision .

SCE has elected to accept the finding as characterized and, therefore, is not requesting a predecisional enforcement conference. Mr. D. Bauder, Site Vice President , informed Mr. Hay of this decision by phone on June 15, 2012.
