OF AUGUST 26, 2015, MEETING WITH THE TENNESSEE VALLEY AUTHORITY REGARDING WATTS BAR NUCLEAR PLANT DUAL UNIT FIRE PROTECTION REPORT AUDIT CLOSURE On August 26, 2015, a Category 1 public meeting with the Tennessee Valley Authority (TVA, the licensee) was held at the U.S. Nuclear Regulatory Commission (NRC) Headquarters, One White Flint North, 11555 Rockville Pike, Rockville Maryland, to discuss the review of the dual unit fire protection report (FPR) review for the Watts Bar Nuclear Plant (WBN), Units 1 and 2. A list of attendees is enclosed.
By letter dated June 24, 2015, TVA submitted the As-Constructed FPR for both units at WBN (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15175A508). To facilitate the NRC staff's review, the audit process was used to resolve questions about the FPR and corresponding license conditions. During the audit process, changes to the submitted FPR were made. The purpose of the August 26, 2015, public meeting was for TVA to present the change pages to the FPR that will be submitted as a supplement to the June 24, 2015, submittal.
During the meeting, TVA went over each of the proposed changes to the FPR, referencing a handout that contained "change bars" in the margin to indicate edits made to the FPR. It was noted by the licensee that Part V of the handout did not contain change bars but was changed in its entirety. TVA's presentation is available in ADAMS at Accession No. ML15244B383. The FPR handout is available in ADAMS at Accession No. ML15244B377. In addition to the proposed changes, TVA committed to a number of validations to the FPR, which have been captured in Enclosure 2.
For WBN, Unit 1, TVA submitted an amendment to the license to incorporate two corresponding license conditions relevant to the dual unit FPR and fire protection panel requirements. TVA noted that a supplement for the Unit 1 amendment will be submitted to clarify the numbering scheme for the license conditions.
At the conclusion of the meeting, TVA indicated that it would submit a revised FPR to the NRC staff for review by the end of the week. The review schedule is contingent on TVA providing a timely and thorough final FPR. The staff's review of the FPR will be documented in the final supplement to the safety evaluation report, which would be issued concurrently with the facility operating license for WBN, Unit 2, should one be issued.
