POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCYDURINGDESIGN BASIS ACCIDENTS AT PRESSURIZED-WATER REACTORS REQUESTFORINTERIM EXTENSION OF COMPLETION DATES FOR CORRECTIVE ACTIONSInaletterdatedNovember15,2007(SerialNo.07-0660),DEK,DNCandDominionsubmittedscheduleextensionrequestsforKewaunee,MillstoneUnits2and3,NorthAnnaUnits1and2andSurryUnits1and2toextendthecompletiondateforcorrectiveactionsassociatedwithGL2004-02.Therequestwasprimarilyforthecompletionofdownstreameffectsevaluationsandchemicaleffectstestingandevaluation.TherequestedextensiondateswereJune30,2008forKewauneeandNovember30,2008forMillstone,NorthAnnaandSurry.InaletterdatedDecember13,2007,theNRCgrantedDEK,DNCandDominionanextensiontoMay31,2008foreachplantcitingtheimportanceofpromptclosureofGL2004-02andthepotentialforscheduleimprovement.

Considerableeffortandresourceshavebeenexpendedtocompletetheoutstandingcorrectiveactionsforeachstationbytheapprovedextensiondate,andsignificantprogresshas beenmadetowardstheresolutionoftheremainingGSI-191issues.However,it hasbecomeevidentthatalloftheremainingcorrectiveactionscannotbecompletedbyMay31,2008.Inaletterdated Serial Number 08-0275ADocketNos.

08-0:275),DEK,DNCandDominionrequestedanextensionuntilSeptember30,:2008tocompletetheGL2004-02correctiveactionsforKewaunee,MillstoneUnits2and3,NorthAnnaUnits1and2,andSurryUnits1and2.Therequestedextensionperiodistocompletetheremainingchemicaleffectstestingandevaluationanddownstreameffects analyses.InordertosupportNRCreviewoftheMay21,2008extensionrequestandtheaccompanyingdetailedjustifications,werequestapprovalofaninterimscheduleextensionuntilJune30,2008.Theinterimextensionrequestissupportedbythepreviousextensionrequest basesincludedintheNovember15,2007letter,whichaddressedthethreecriteriacontainedinSECY-06-0078datedMarch31,2006,"CriteriaforEvaluatingDelayofHardwareChanges,"andtheapplicableelementsoftheNRCjustificationforcontinuedoperationinthe"SummaryofJuly26-27,2001MeetingwithNuclearEnergyInstituteandIndustryonECCSStrainerBlockageinPWRs,"datedAugust14,2001foreachplant.ThebasesincludedintheNovember15,2007letterremainvalidandapplicableforthisinterim,short-termextensionrequestandcontinuetoconfirm,thatKewaunee,MillstoneUnits2and3,NorthAnnaUnits1and2,andSurryUnits1and2willcontinuetomeettheircurrentplantlicensingbasesregardingthefunctionandoperabilityofthecontainmentsumpsduringtheperiodoftherequestedextensionsinthat:*TheplantshavecompletedconsiderablephysicalandanalyticalactivitiestoprovideahighlevelofEmergencyCoreCoolingSystem(ECCS)andRecirculationSpray(RS)System(asapplicable)performanceincludingreplacingtheECCSandRSstrainers,*TheplantshaveimplementedmitigativemeasurestominimizetheriskofdegradedECCSandRS(asapplicable)functionsduringtheextensionperiod,and*Theplantshave plant-specilficplanswithmilestonesandschedulestoaddresstheoutstandingtechnicalissueswithsufficientconservatismtoaddressuncertainties.Finally,eventhoughadetailed,quantitativeriskassessmentisnotrequiredforshort-termextensionrequests,theplantriskevaluationsprovidedinourNovember15,2007letterdeterminedthattheriskwas"small"andboundtheriskassociatedwiththeinterimextensionperiodrequestedherein.Therefore,DEK,DNCandDominionhaveestablishedthatthereisreasonableassuranceduringthisrequestedinterimperiodthatKewaunee,MillstoneUnits2 Serial Number 08-0275ADocketNos.
