Enclosure MEETING REPORT

DATE: November 5, 2008

TIME: 2:00 p.m. Eastern

PLACE: Two White Flint North, Room T-3A00 U.S. Nuclear Regulatory Commission Headquarters Rockville, Maryland

PURPOSE: To discuss license termination and site decommissioning plans for the Fermi-1 reactor.

ATTENDEES: SEE ATTACHED LIST

BACKGROUND:

The Fermi-1 reactor is located at Lagoona Beach, Frenchtown Township, Michigan. The reactor was shutdown in 1972. DTE Energy has been stabilizing the facility by passivating residual sodium and disposing of plant components and systems. DTE Energy is currently planning to submit a license termination plan in mid-2009, and terminate their license in 2012.

DISCUSSION:

The meeting was publicly noticed on October 6, 2008, by posting on the U.S. Nuclear Regulatory Commission (NRC) web site. The meeting began at approximately 2:00 p.m. EST. The following issues were discussed during the meeting:

1. NRC (Ted Smith) made introductions and an opening statement, including opportunity to provide meeting feedback utilizing NRC Form 659, which was provided.
2. DTE Energy (Lynne Goodman and Martin Erickson) presented the site decommissioning status, characterization methodology, sensitivity analysis, draft Derived Concentration Guideline Levels (DCGLs), and the results of their historical site assessment.

ACTION ITEMS:

NRC agreed to complete its evaluation of the relationship between Fermi-2 license termination evaluations for residual radioactivity remaining onsite from a terminated Fermi-1 license.

DTE agreed to begin providing a monthly proj ect schedule beginning in January 2009, which will reviewed during monthly telephone conferences.

DTE agreed to check on the availability of additional groundwater data and modeling for Fermi-2.
