In the Matter of)Tennessee Valley Authority)Docket No.50-260 BROWNS FERRY NUCLEAR PLANT (BFN)-UNIT 2-AMERICAN SOCIETY OF MECHANICAL ENGINEERS (ASME)r SECTION XI r INSERVICE INSPECTION (ISI)PROGRAM REVISION AND COST BENEFICIAL LICENSING ACTION (CBLA)11 This letter provides a revision to the BFN Unit 2, second ten year interval, ISI program in accordance with ASME Section XI, IWA-1400.The code of record for the current interval is the 1986 Edition (no addenda)of the ASME Boiler and Pressure Vessel Code,Section XI.The enclosure to this letter contains an updated BFN Unit 2 ISI program which conforms to the 1986 Edition (no addenda)of the ASME Section XI code, except where relief has been requested.

Program revisions include the following:

Relief Request ISI-2-4 was updated to increase the examination percentage for residual heat removal (RHR)weld DRHR-2-03 from 52 percent to 65 percent.Relief Request ISI-2-7 is being submitted for approval to provide relief from 100 percent weld examination of the required weld and base material volume required by IWB-2500-15 for Examination Category B-K-1, integrally welded supports.9biii>0~5+

U.S.Nuclear Regulatory Commission Page 2 November 12, 1996~Miscellaneous editorial revisions to reflect current organizations and scheduled'xaminations TVA has determined that Relief Request ISI-2-7 represents a CBLA because continued examination of 100 percent of integral attachment welds would be unnecessarily costly without providing an commensurate level of safety.Further, the examination of accessible areas of integral attachments without removal of support members was approved for a future code revision by the ASME Section XI committee in March 1995.TVA estimates that approval of thi.'s relief request could save approximately

$1, 600, 000 during the remaining Unit 2 inservice inspection intervals.
