Haskell Directo Licensing REVISION TO REPLY TO NOTICE OF VIOLATION DESCRIBED INJNSPECTION REPORT NO. 50-255/97018, "FAILURE TO TAKE ADEQUATE CORRECTIVE ACTION" NRC Inspection Report No. 50-255/97018, dated February 26, 1998, contained a Notice of Violation regarding a failure to take adequate corrective action to prectude air regulator failure due to air line particulate in the high pressure air system. . * In the violation response dated April 6, 1998, it was stated that the pressure control valve which regulates air to Shutdown Cooling Heat Exchanger Outlet Valve CV-3213 would be replaced in 1998. * Subsequent to that response, it was determined that an alternate corrective action would be pursued. Instead of replacing the pressure control valve in the high pressure air sy$tem for CV-3213, it was determined that the high pressure air system supply to this valve, as well as to three (3) other shutdown cooling heat exchanger isolation valves was not required and could, therefore, be isolated. " I I I /'-The justification for removing the high pressure air supply to these valves is that the shutdown cooling heat exchanger isolation valves are electrically locked open in their 1* [. o J safety position and are not required to be stroked closed for any design basis acciden / Additionally, the high pressure air system is a backup air supply to the instrument air system which provides normal motive force for these valves. 9906160269 990609 PDR ADOCK 05000255 G PDR

  • * .2 The high pressure air supplies to the shutdown cooling heat exchanger isolation valves were subsequently isolated by closing and locking the respective manual isolation valves. SUMMARY OF COMMITMENTS This letter contains no new commitments and no revisions to existing commitments;
