Dear Chairman Klein:

We are writing in regard to Entergy's formal filing of a license renewal application (LRA) for Unit 2 and Unit 3 at the Indian Point Energy Center (IPEC) in Buchanan, NY. We are deeply concerned by the fact that Entergy has chosen to move forward with its effort to obtain a 20-year operating extension for these plants, which due to their poor operationil record have created significant local concerns about public safety. In order to adequately address these concerns, we believe that it is necessary for the NRC to hold a robust series of public hearings in the communities surrounding IPEC to hear community concerns first: hand. In the event that the NRC agrees to formally accept Entergy's LRA for review, we urge you to schedule these hearings as soon as possible.The safety of the IPEC continues to be one of the most serious issues facing the residents of the Hudson Valley. As a result of its proximity to New York City, there is ito doubt that a safety failure at the plant could have catastrophic consequences for the entire ration.Despite the significant threat created by a potential safety incident at IFEC, the plant has continued to experience confounding operational difficulties that decply trouble local residents.

This year alone, IPEC has experienced a split fuel pin detection, an unusual event due to a transformer fire, and four unplanned shutdowns in the last few months. Within the last two weeks, the NRC proposed to fine Entergy $130,000 for missing a second deadline for installing a working siren system. This litany of incidents is in addition to the fact that for almost 2 years Indian Point has been leaking tritium and the cancer-causing strontium-90, and a new tritium leak was just discovered.

Citizens of the communities surrounding Indian Point are justifiably concerned about the ability of IPEC to operate safely for another 20 years. In order to make sure that these concerns are adequately addressed in the relicensing process, we believe that it is absolutely necessary for the NRC to hold hearings early and often in the communities surrowiding Indian Point so it can hear firsthand about the threats created by the plant's poor safety record and operational failures.We urge you to make such hearings a prominent feature of the relicensing process, and to ensure that the hearings are fully open to public attendance and participation.
