Dear Congresswoman Lowey:

On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your September 16, 2020, letter regarding the upcoming Indian Point virtual public meeting on the 2019 plant safety assessment, the proposed license transfer, and the NRCs reviews regarding the 42-inch Algonquin Incremental Market natural gas pipeline.

The NRC shares your views that publics ability to participate in virtual meetings should be as accessible as possible and reflective of an interactive and productive experience. In preparation for the Indian Point meeting, we have taken action to address lessons learned from previous meetings. For example, and in support of members of the public without reliable internet access, we will use a phone line for audio which will be moderated by an operator to help minimize background noise and assist with the flow of questions from the public. The audio will be supplemented with web-based use of WebEx to allow participants to see the slide presentation in real time. The NRC has conducted testing in advance of the meeting, modified the routing of its internet traffic to optimize the quality of its presentation platform, and engaged its audio vendor (Verizon) and received assurance that they will provide additional oversight during the Indian Point meeting.

In addition to the topics listed in the meeting notice, we are prepared to address questions on a variety of topics related to Indian Point. A number of subject matter experts will be responding to questions during the virtual meeting. Additionally, we will transcribe the meeting for those members of the public that are unable to attend.

We believe the actions we have taken will address your concerns about the technical challenges as well as improve the quality of the online meeting to make it as productive and engaging as possible for remote participants.
