St.LucieUnit2,Cycle11StartupPhysicsTestingReportII.cle11FuelDesinTheCycle11reloadconsistsentirelyoffuelmanufacturedbyAseaBrownBoveri-CombustionEngineering(ABB-CE).The217assembliesoftheCycle11corearecomprisedoffuelfromfourbatches.Ofthese,64arefreshbatchNassemblies,64areonce-burnedbatchMassemblies,84aretwice-burnedbatchLassembliesand5are)hrice-burnedbatchKassemblies.TheRegionNassembliesconsistofnon-gadoliniafuelrods(4.1to4.45w/oUQ35enriched)andGadolinia(UOz-GDg03)'bearingfuelrods(Gadoliniaburnableabsorberfuelrods,4or8w/ogadoliniahomogeneouslydispersedina2.2to2.55w/oUQ35enrichedcarrier).ThemechanicaldesignoftheRegionNfuelassembliesdiffersfromRegionsM,LandKinthefollowingways:1)Thebottomgridisthelaserwelded"Guardian"grid.TheGuardiangridincorporatesdebrisstoppingfeatures.TheotherfuelbatchesemployTIGweldedlowergrids.2)ThefuelrodlowerendcapswerechangedfromthelonglowerendcapdesigntoashorterdesignwhichworkswiththenewGuardiangrid.Thiseffectivelyshiftedtheactivefuel1.14inchesdownrelativetotheotherfuelassemblyregions.3)Theupperpelletstackspacerdiscwhichseparatesthetopfuelpellet&omtheupperplenumspringwasdeleted.4)ThePlenumspringdesignwasmodifiedtoaccommodatethelongerplenumsize.5)Thefuelrodpelletdiameterwasincreasedby0.0005inches,pelletdishvolumedecreasedby69%,andthepellettheoreticaldensitywas.increased&om95.25%to95.4%.6)Thetopspacergridincorporatesbackuparchesinallinteriorcellsasopposedtoonlytheperipheralcellsofpreviousfuelassemblydesigns.7)Theupperendfittingflowandhold-downplateswereslightlythickened'.ThespringforcewasincreasedforthefuelassemblyupperendfittingspringsPC/M98016adressedthemechanical,thermalhydraulicandneutronicimpactoftheregionNfueldesignchanges.EvaluationsperformedbyFPLandABB-CEfoundtheoperationalimpactofthefueldesignchangestobeacceptable.Therewasnosafetyimpactduetothefueldesignchanges.SubsequentLowPowerPhysics,PowerAscensionandShapeAnnealingFactor(SAF)testingsubstantiatedtheconclusionsoftheevaluations.

St.LucieUnit2,Cycle11StartupPhysicsTestingReportII.cle11FuelDesincontinuedNofuelhandlingissueswerenotedduetotheRegionNfuelassemblyupperendfittingchangesmentionedabove.TheimpactoftheupperendfittingchangeshadbeenevaluatedbyFPLpriortothefuelreceipt.ThiswasaccomplishedbyfieldtestinganavailableRegionNdesignupperendfittingwithaPSL2newfuelgrapple.TheentireCycle11coreconsistsofdebrisresistantfuel(longlowerend-caporGuardiangrid).TheCycle11loadingpatternissimilartoCycle10.Cycle11employsalow-leakagefuelmanagementscheme'andis90degreesrotationallysymmetric.hTheCycle11coremapisrepresentedinFigure1.Theassemblyserialnumbersandcontrolelementassembly(CEA)serialnumbersaregivenforeachcorelocation.

St.LucieUnit2,Cycle11StartupPhysicsTestingRepor'tIII.CEADroTimeTestinFollowingthecorereloadandpriortotheapproachtocriticality,CEAdroptimetestingwasperformed.Theobjectiveofthistestistomeasurethetimeofinsertionfromthefullywithdrawnposition(upperelectricallimit)tothe90%insertedpositionunderhot,fullflowconditions.TheaverageCEAdroptimewasfoundtobe2.29secondswithmaximumandminimumtimesof2.92secondsand0.90seconds,respectively.Alldroptimeswerewithinthe3.1secondmaximumrequirementofTechnicalSpecification3.1.3.4.'InadditiontheCEAdroptimedistributionrequirementsforscramshape(averagedroptime<2.77secondsandmaximumdroptime<3.07seconds)specifiedinthereloadPC/M98016(Reference6)weresatisfied.

St.LucieVnit2,Cycle11StartupPhysicsTestingReportIV.AroachtoCriticaliTheapproachtocriticalityinvolveddilutingfromasub-criticalboronconcentrationof1660ppmtoapredictedcriticalboronconcentrationof1441ppm.InverseCountRateratio(ICRR)plotsweremaintainedduringthedilutionprocessusingwiderangechannelsBandD.RefertoFigures2and3forICRRinformation.Table1summarizesthedilutionratesandtimes,aswellasbeginningandendingboronconcentrations.'nitialcriticalityforSt.LucieUnit2,Cycle11,wasachievedonDecember12,1998at06:29withCEAgroup5at60incheswithdrawnandallotherCEAsattheall-rods-out(ARO)position.Theactualcriticalconcentrationwasobservedtobe1473ppm.

St.tucieUnit2,Cycle11StartupPhysicsTestingReportV.ZeroPowerPhsicsTestinToensurethattheoperatingcharacteristicsoftheCycle11corewereconsistentwiththedesignpredictions,thefollowingtestswereperformed:1)ReactivityComputerCheckout;2)AllRodsOutCriticalBoronConcentration;3)IsothermalTemperatureCoefficientMeasurement;and4)CEAGroupRodWorthMeasurements.Properoperationofthereactivitycomputerisensuredbyperformingthe"ReactivityComputerCheckout".Thispartofthetestingdeterminestheappropriatetestingrangeandchecksthatreactivitychangesarebeingcorrectlycalculatedbythereactivitycomputer'sinternalalgorithms.Thetestingrangeisselectedsuchthatthesignaltonoiseratioismaximizedandthattestingisperformedbelowthepointofaddingnuclearheat.Thereactivitycalculationis.checkedby'erformingapositiveandnegativereactorperiodtestthroughrespectiveintroductionofaknownamountofpositiveandnegativereactivity.TheresultsofthereactivitycomputercheckoutwerecomparedtotheappropriatepredictionssuppliedinthereloadPC/M98016(Reference6).Satisfactoryagreementwasobtained.Themeasurementoftheall-rods-out(ARO)criticalboronconcentrationwasperformed.Themeasuredvaluewas1524.9ppmwhichcomparedfavorablywiththedesignvalueof1491ppm(Reference2).Thiswaswithintheacceptancelimitsof+100PPM.Themeasurementoftheisothermaltemperaturecoefficientwasperformedandtheresultingmoderatortemperaturecoefficient(MTC)wasderived.TheMTCwasdeterminedtobe-1.630pcm/'Fwhichfellwellwithintheacceptancecriteriaof+2.0pcm/'F.ofthedesignMTCof-1.938pcm/'F(corrected).ThissatisfiesUnit2TechnicalSpecification3.1.1.4whichstatesthattheMTCshallbelesspositivethan5.0pcm/;Fwhenreactorpowerislessthanorequalto70%ratedthermalpower.Rodworthmeasurementswereperformedusingtherodswapmethodology.Thismethodinvolvesexchangingareferencegroup,whichis.measuredbytheborationdilutiontechnique,witheachoftheremainingtestgroups.AcomparisonofthemeasuredanddesignCEAreactivityworthsisprovidedinTable2.Thefollowingacceptancecriteriaapplytothemeasurementsmade:1)Themeasuredvalueofeachtestgroup,orsupergroupmeasured,iswithin+15%or+100pcmofitscorrespondingdesignCEAworths,whicheverisgreaterand,2)ThemeasureworthofthereferencegroupandthetotalworthforalltheCEAgroupsmeasurediswithin+10%ofthetotaldesignworth.Allacceptancecriteriaweremet.
