SpentFuelf(SFP)CoolingSystemTRB3.7.7B3.7PLANTSYSTEMSTRB3.7.7SpentFuelPool(SFP)CoolingSystemBASESBACKGROUNDTheSpentFuelPool(SFP)CoolingSystemisdesignedtoremov'efromtheSFPtheheatgeneratedbystoredspentfuelassemblies.TheSFPCoolingSystemconsistsofthreecoolingloops(seeFigureTRB3.7.7-1).Theprimaryloop(loopB)ismadeupoftheSFPPumpB,SFPHeatExchangerB,andpiping.ThebackuploopsincludeinstalledloopAwiththeSFPPumpA,SFPHeatExchangerA,andpiping,andastandbyloopwiththeSkid-MountedSFPPump,SFPStandbyHeatExchanger,andhoses.Servicewater(SW)circulatesthroughtheshellwhileSFPwatercirculatesthroughthetubesofallthreeheatexchangers.TheSFPCoolingSystemloopBissizedfor100%ofthedesignSFPheatload.TheSFPCoolingSystemloopAandthestandbyloopareeachcapableofremovingthenormalbasisheatloadandwhenoperatedinparallelcanremovemorethan100%ofthedesignheatload(Ref.1).Motor-operatedvalvesprovideautomaticandremotemanualisolationoftheSWsupplytotheheatexchangersassociatedwiththeSFPCoolingSystemloopsAand8andtheComponentCoolingWaterHeatExchangers.Thesevalvescloseautomaticallyuponcoincidenceofsafetyinjectionandlossofoffsitepower.Handwheelsareprovidedformanualoperation.TheSFPCoolingSystemisdesignedtomaintainthepool(120'Fduringnormalrefuelingconditionsands150'Fduringfullcoredischargeoperations(Ref:1).ThecoolingsystemscantakeasuctionfromeithernearthesurfaceoftheSFPand/oratapointabovetheirradiatedfuelassemblies,suchthatafailureofanypipeinthesystemwillnotdrainthepooltoapointwherethefuelwouldbeexposed.Thecoolingsystemreturnlinetothepoolalsocontainsa0.25inchventholelocatedneartheSFPsurfaceleveltopreventsiphoning.ControlboardalarmsexistwithrespecttotheSFPlevelandtemperature.ThesefeaturesallhelptopreventinadvertentdrainingoftheSFP.APPLICABLESAFETYANALYSESForstructuralintegrityreasons,thepoolwatertemperatureisnottoexceed180'F.InordertoprovidesufficienttimetotakecorrectiveactionintheeventofaSFPCoolingSystemfailure,thepooltemperaturelimitisnottoexceed150'Fforallmodesofoperationincludingafullcoredischarge.Therequirementfortwo100%SFPCoolingSystemsisbasedonbeingabletoprovidecoolingfollowingeitheralossofoffsitepoweroranactivesinglefailurewithintheSFPCoolingSystem.R.E.GinnaNuclearPowerPlantTRB3.7.7-1Revision14 SpentFuelP(SFP)CoolingSystemTRB3.7.7'TRTheSFPwatertemperatureisrequiredtobe<150'F.ThespecifiedwatertemperatureprovidessufficientmargintotheassumptionsoftheSFPstructuralintegrity.Assuch,itisthemaximumallowedwhilestoringirradiatedfuelassemblieswithintheSFP.ToensurethattheSFPtemperaturecanbemaintainedwithintherequiredlimit,twoSFPCoolingSystemsmustbeOPERABLE.Thisrequirementprovidesfor100%backupcapabilityassumingeitheralossofoffsitepoweroranactivesinglefailurewithintheSFPCoolingSystem.SFPCoolingSystemloopAandloopBareconsideredOPERABLEwhentherespectivepumphaspoweravailableandtherespectiveheatexchangeriscapableofprovidingcoolingwaterwiththeabilitytoremovethedecayheatloadoftheirradiatedfuelassembliesstoredwithintheSFP.ThestandbyloopisconsideredOPERABLEwhentheSkid-MountedSFPPumphaspowerconnectedtoatemporarypowersource,theSFPStandbyHeatExchangerhasbeenstaged,andthetemporaryhoseshavebeenconnectedandleakchecked.DuringafullcoreoffloadtheSFPCoolingSystemloopAandstandbyloopmaybeoperatedinparalleltocompriseoneoftherequiredOPERABLEsystems.LoopAandthestandbyloophavetheabilitytoutilizefirewaterforcoolinginlieuofSWtoprovideforincreasedredundancy.Thetemporaryelectricalpowersourceforthestandbylooppumpmayalsobevariedtoprovideforincreasedredundancy.AlsoincludedinthedeterminationofOPERABILITYareallnecessarysupportsystemsnotaddressedbythisTR(e.g.,servicewater,firewater,electrical).SingleactivefailuresarenotrequiredtobeconsideredwithinthesupportsystemsforthepurposeofthisTR;however,thesupportsystemsmustbecapableofperformingtheirsupportfunctionperthedefinitionofOPERABLE-OPERABILITYinITSSection1~1.TheTRismodifiedbyanote.TheSFPheatloadfromtheirradiatedfuelassembliesstoredwithintheSFPisavariablebasedonthetotalnumberofassembliesstored,thepowerhistoryoftheindividualassemblies,andthetimesincetheassemblieswerelastirradiated.TheheatremovalcapabilitiesoftheindividualSFPcoolingloopsisalsoavariablebasedonthetemperatureandflowrateofthecoolingsource,SWorfirewater.TheSFPheatloadandtheSFPCoolingSystemheatremovalcapabilitiesaredeterminedbyNuclearEngineeringServicesandprovided,asnecessary,basedonplantconditions.R.E.GinnaNuclearPowerPlantTRB3.7.7-2Revision14 SpentFuelbt(SFP)CoolingSystemTRB3.7.7APPLICABILITYThisTRapplieswheneveranyirradiatedfuelassemblyisstoredintheSFP,toprovidesufficientmargintotheassumptionsoftheSFPstructuralintegrity.SpecificrequirementsapplicableduringafullcoredischargearecoveredbyTR3.9.4.ACTIONSA.1andA.2IftheSFPtemperatureisnotwithinlimit,stepsshouldbetakentoprecludetheassumptionsoftheSFPstructuralintegrityfrombeingexceeded.SuspendinganyoperationthatwouldincreaseSFPdecayheatload,suchasdischargingafuelassemblyfromthereactortotheSFP,isaprudentactionunderthiscondition.Therefore,actionsshallbetakenimmediatelytosuspendmovementofirradiatedfuelassembliesfromthecoretotheSFP.WiththepotentialforexceedingtheassumptionsoftheSFPstructuralintegrity,correctiveactionstorestoretheSFPtemperaturetowithinlimitshallbeinitiatedimmediately.B.tandB2WithoneoftherequiredSFPCoolingSystemsinoperable,suspendinganyoperationthatwouldincreaseSFPdecayheatload,suchasdischarginganirradiatedfuelassemblyfromthereactortotheSFP,isaprudentactionunderthiscondition.Therefore,actionsshallbetakenimmediatelytosuspendmovementofirradiatedfuelassembliesfromthecoretotheSFP.WiththesuspensionoffueldischargeintotheSFPthenasecondSFPCoolingSystemmustberestoredtoOPERABLEstatuswithin14days.InthisconditiontheremainingOPERABLESFPCoolingSystemisadequatetoremovethedecayheatload.The14dayCompletionTimeisadequatetoperformtypicalmaintenanceactivitiesassociatedwithaSFPCoolingSystemandtakesintoaccountthelargeheatsinkcapabilitiesoftheSFP.R.E.GinnaNuclearPowerPlantTRB3.7.7-3Revision14 ~~~6.4.5ContaminationControlProvisions:Theplantsiteisdividedintotwocategories,theCleanAreaandtheRadiologicallyControlledArea.EntrytoandexitfromtheRadiologlcallyControlledAreaisnormallythroughthedesignatedAccessControlPoint.Anyareainwhichradioactivematerialsandradiationarepresentshallbesurveyed,classified,ropedandconspicuouslypostedwiththeappropriateradiationcautionsign.ThesethenbecomeRadiologicallyControlledAreasandproperaccessisprovidedandcontrolled.PlantproceduresprovidetheradiationorcontaminationlevelsatwhichanareaisdeclaredaRadiologicallyControlledAreaorremovedfromradiationcontrolstatus.Thegeneralarrangementoftheservicefacilitiesisdesignedtoprovideadequatepersonneldecontaminationandchangeareas.ThecleanlockerroomisusedtostoreitemsofpersonalclothingnotrequiredorallowedintheControlledArea.TheAccessControlPointisemployedasaprotectiveclothingchangearea.Asupplyofcleanprotectiveclothingforpersonnelismaintainedinthisarea,andthereisprovisionforcollectionofusedprotectiveclothing.AllpersonnelwillsurveythemselvesonleavingtheControlledAreausingequipmentprovidedattheAccessControlPoint.AdecontaminationshowerandwashroomarelocatedadjacenttotheAccessControlPoint.PersonneldecontaminationkitswithinstructionspostedfortheiruseareavailableinthedispensarydescribedinSection6.5,FirstAidandMedicalFacilities.Intheeventofasiteevacuation,provisionsfordecontaminationareavailableattheSurveyCenter.A1000-gallonholdingtankisavailabletocontaindecontaminationwaterfromasinkandshowerlocatedintheSurveyCenter.Decontaminationwaterwillbesampledpriortotransfer,treatmentordisposal.6.4.6ProtectiveEuimentandSulies:PersonnelenteringtheControlledAreamayberequiredtowearprotectiveclothing.Thenatureoftheworktobedonegovernstheselectionofprotectiveclothingtobewornbyindividuals.Theprotectiveapparelavailableareshoecovers,headcovers,glovesandcoveralls.Additionalitemsofspecializedapparelsuchasplasticsuits,faceshields,andrespiratorsareavailableforoperationsinvolvinghighlevelsofcontamination.Inallcases,RadiationProtectionpersonnelshallevaluatetheradiologicalconditionsandspecifytherequireditemsofprotectiveclothingtobeworn.90

~~Respiratoryprotectivedevicesarerequiredwhereveranairborneradiationareaexistsorisexpected.Insuchcases,RadiationProtectionpersonnelmonitortheairborneconcentrationsandspecifythenecessaryprotectivedevicesaccordingtoconcentrationandtypeofairbornecontaminantspresent.Availablerespiratorydevicesincludefullfaceairpurifyingrespirators(filtertypebothnegativeandpressuredpoweredairpurifyingunits).Airlinesuppliedrespiratorsofpressuredemandtypeareusedaswellasconstantflowhoods.Self-ContainedBreathingApparatus,usingfullfacemasksandpressuredemandregulatorsarealsoavailable.Foruseinanemergency,equipmentandsuppliesarelocatedintheControlRoom,TechnicalSupportCenter,RespiratoryProtectionFacilityandtheSurveyCenter.EquipmentcategoriesaregiveninAppendixD.6.4.7EmerencVehicles:Intheeventitbecomesnecessarytomakeuseofautomotiveequipment,anumberofvehicleswillbeavailable.Theseincludecompany-ownedvehiclesandpersonalvehicles.AsmalldeliverytruckandasmallworktruckareassignedtotheStation.Thegroundmaintenancegarage,nearby,isassigneda4-wheeldrivetruck.Useofpersonalvehiclesisallowedbythecompanypolicyregardingpaidmileageforcompanyuse.Lastly,alargeanddiversefleetofvehiclesisavailablefromtheRochesterGasandElectricPhysicalServicesDepartment.6.5FirstAidandMedicalFacilitiesFirstaidandmedicalprovisionsincludebothonsiteandoffsitefacilities.ThelatteraredescribedinSection4.3,AugmentationoftheEmergencyOrganization.Adispensaryonsitecontainssinks,atoilet,abed,astretcher,andmiscellaneousfirstaidequipmentandsupplies.DecontaminationkitscanbeobtainedfromthemainRadiationProtectiongroup.PersonneldecontaminationkitsandbioassaycollectionkitsareavailableatRochesterGeneralHospitalandNewarkWayneCommunityHospital.AuxiliaryOperatorsandSecurityOfficersaretrainedinfirstaidproceduresusingRedCrossMulti-Mediaoranequivalentprogram.AnadministrativeprocedureestablishesaFirstAidTeamandtheactionstobefollowedintheeventofillnessorinjuryatGinnaStation.91

~~7.0MaintaininNuclearEmerencPrearedness:0Formalizedtrainingprogram(s)havebeenestablishedtoensurethatallpersonnelwhoactivelyparticipateintheNuclearEmergencyResponsePlan(NERP)maintaintheirfamiliaritywiththeplanandtheirrequiredresponse.Aradiationemergencyexerciseshallbeconductedatleastannually,withemphasisplaceduponorderlyimplementationoftheemergencyplan.Personneltrainedforonsiteresponsetoaradiationemergencyarepartoftheregularplantstaffandaretrainedtospecificresponsibilitieswithintheemergencyorganization.TrainingisdocumentedbytheDepartmentManager,NuclearTraining,andCorporateNuclear.EmergencyPlanner.Anyemergencyplanworkbyconsultantswillbeunderthecontrolof,andreviewedby,theCorporateNuclearEmergencyPlanner.ExercisesshallbeevaluatedbytheCorporateNuclearEmergencyPlannerandreviewedbythePlantOperationsReviewCommittee(PORC),therebyassuringtheeffectivenessoftheplanthroughoutthelifetimeoftheR.E.Ginnafacility.7.1Trainingclassesontheemergencyplanshallbeconductedannually(+I-3months)forallRG8Epersonnelwhomayactivelyparticipateintheradiationemergencyplan.DetailsofthetrainingprogramsareestablishedinTRC.22(NuclearEmergencyResponsePlanTrainingProgram).TrainingwillincludeademonstrationoftheirabilitytoperformthefunctionstowhichtheymaybeassignedbyparticipatinginaDrillorExerciseatleastonceeverytwoyears.Duringdrills,on-the-spotcorrectionsoferroneousperformancemaybemade,followedbyacritiqueorcorrectiveaction.Effortswillalsobemadetovarythetimingoftheexercisessuchthatback-shiftswillbeinvolvedonceeverysixyears(i.e.between6p.m.and4a.m.).Attemptswillbemadetohavesomedrillsunannounced.Specializedtrainingwillbeprovidedfor:1.TechnicalSupportCenterassignees2.OperationSupportCenterassignees3.FirstAidTeams4.SurveyTeams5.EmergencyOperationsFacilitypersonnel92 e~~~~~I~72AnnualReviewandRevisionofthePlanandProcedures;AnnualreviewandrevisionoftheNuclearEmergencyResponsePlan(EPIP5-6)willoccurfollowingtheannualQAaudit.RevisionstothePlanaresubjecttoapprovalbyPORCandreviewbytheNuclearSafetyandAuditReviewBoard(NSARB).RevisionstothePlanandEmergencyPlanImplementingProcedures(EPIP)maybetheresultofdrills,exercises,trainingorroutinesurveillance.ThePlanandEmergencyPlanImplementingProceduresarereviewedbytheEPIPCommittee.EPIPProcedurechangesarecontrolledusingtheguidanceintheadministrativeproceduresA-205.2andtheIP-PROseries.Emergencyprocedurechangesarecontrolledsothatonlycurrentcopiesareavailableforuse.Revisedproceduresaredistributedtoalistofcontrolledcopyholderswithreceiptverification.ShiftOperatorsandlicensedstaffaremadeawareofrevisionsduringregularlyscheduledtrainingcoordinatedbytheNuclearTrainingDepartment.Emergencytelephonenumbersarekeptup-to-datethroughquarterlyreviewanddistributionofrevisions.7.3EmerencEuimentandSulies:Theoperationalreadinessofallitemsofemergencyequipmentandsupplieswillbeassuredthroughmonthlyinspectionsofemergencyequipment.TheimplementingprocedureincludesinspectingandtestingofequipmentstoredintheControlRoom,SurveyCenter,TechnicalSupportCenter,RadiationProtectionoffice,JENCandEOF.Alsoincludedistheprocedurefortestingtheoperabilityoftheequipment.Necessarytransportationforoffsitesurveyswillbeapersonalcarsuppliedbyonememberoftheteam.Sincemostemployeescommutebyprivatecarbecauseoftheremotenessofthefacility,nolackofvehiclesisanticipated.Companypolicyprovidesformileagereimbursement.7.3.1SirenTestsandoerabiliTheGinnaEmergencySirensshallbeactivatedatintervalsnottoexceedoneyear(+or-ThreecalendarMonths).Thistestwillbeconsideredsuccessfulifnomorethan10%(10of96)ofthesirensfailtooperateproperly.Anytimeitisfoundthatmorethan25%(24of96)ofthesirensareinoperableformorethanOneHour,ThenaOne-HournotificationwillbemadetotheNRC.Usingprocedure0-9.3Attachment3(reference:10CFR50.72(b)(1)(v)).98 0)~~1,~
