FERMI 2 - CHANGE IN ESTIMATED REVIEW SCHEDULE AND LEVEL OF EFFORT FOR LICENSE AMENDMENT REQUEST FOR RISK INFORMED APPROACH TO ECCS STRAINER PER FORMANCE (EPID: L-2023-LLA-0092)

Dear Peter Dietrich:

By letter dated June 13, 2023 (ADAMS Accession Number ML23164A232), DTE Electric Company (DTE) submitted a license amendment request (LAR) for Fermi 2 proposing the use of a risk-informed approach for ECCS strainer performance evaluation. The proposed amendment will revise the licensing basis as described in the Fermi 2 Updated Final Safety Analysis Report (UFSAR) to allow for the use of risk-informed methodology to address the potential debris sources beyond those currently evaluated in a deterministic methodology. In its email dated July 14, 2023 (ML23199A247), the NRC staff notified you that your amendment request had been accepted for NRC staffs detailed review, and the staff estimated that it would complete the review by January 14, 2025, and would require 900 hours0.0104 days <br />0.25 hours <br />0.00149 weeks <br />3.4245e-4 months <br /> to complete the review.

To support the review of your LAR, the staff is conducting a remote regulatory audit, as noted in letter dated September 7, 2023 (ML23248A224), to review additional pertinent supporting documentation that was not on docket. The audit identified several areas where additional details were needed by the staff. These areas were discussed in detail with your staff during the audit discussion meetings. By letter dated February 6, 2024 (ML24037A189), DTE requested to suspend the regulatory audit until June 7, 2024, to allow DTE time to complete the analysis required to provide responses to certain audit discussion topics. Additionally, staff had provided request for additional information (RAI) draft questions via email dated March 13, 2024. In response to the draft RAIs, DTE informed staff via its email dated March 19, 2024, that response to some of the RAIs would not be completed by 60 days. The cumulative impact of these two requests is that the previously estimated completion schedule and number of staff hours provided in the July 14, 2023 acceptance email need to be re-evaluated.

The purpose of this letter is to officially inform you that the NRC will not complete its review of this LAR by January 14, 2025, and within the original forecasted 900 hours0.0104 days <br />0.25 hours <br />0.00149 weeks <br />3.4245e-4 months <br /> as previously estimated due to the reasons explained above. The NRC staff now estimates that this licensing request will take a total of approximately 1030 hours0.0119 days <br />0.286 hours <br />0.0017 weeks <br />3.91915e-4 months <br /> to complete the review and the staff expects to complete its review by April 11, 2025. These estimates assume that DTE will follow the forecasts provided in the correspondence referenced above. The estimates could change

due to several factors such as requests for additional information and an unanticipated addition of scope to the review. If there are emergent complexities or challenges in our review that would result in a change to the estimated completion date or significant changes in the estimated hours, the reasons for the change, and a revised estimate will be communicated during routine interactions with the assigned project manager. The change in the estimated completion date and resources was discussed with and approved by the Deputy Director for the Division of Operating Reactor Licensing.
