Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Station Blackout Analysis for Catawba Site (TAC Nos. M68527 and M68528)

Gentlemen:

On January 10, 1992, the NRC issued the Safety Evaluation for the subject analysis. The

. Safety Evaluation contained several recommendations that need to be addressed by Duke Power Company in order to close out the SBO issue for Catawba. According to the SBO rule, Duke Power Company is to respond to the recommendations contained in the Safety Evaluation within 30 days from its date of issuance.

Currently, an NRC Electrical Distribution System Functional Inspection is underway at Catawba. Many of Catawba's key engineering personnel are engaged full-time in support of

. the EDSFI. - Also, one of the recommendations contained in the SBO Safety Evaluation was also raised as an issue in the EDSFI We would like to address this issue thoroughly from the standpoint of the EDSFI prior to providing our response to the recommendation contained in the Safety Evaluation.

Accordingly, Duke Power Company is requesting that an exemption be granted from 10 CFR 50.63(c)(4) until February 29,1992. This request is made pursuant to 10 CFR 50.12(a)(2)(v) and has been discussed in a telephone call with R.E. Martin of the NRC on l February 7,1992. Please refer any questions to L.J.
