OF APRIL 21, 1997, MEETING TO DISCUSS LONG-TERM RESOLUTION OF THERM 0-LAG RELATED ISSUES - CLINTON POWER STATION (TAC NO.

On April 21, 1997, NRC staff members met in Rockville, Maryland, with representatives of IP. The purpose of the meeting was to discuss the licensee's long-term plans for resolution of Thermo-Lag related issues. A list of meeting participants is included as Enclosure 1, and a copy of the meeting handouts is provided as Enclosure 2.
Generic Letter 92-08, "Thermo-Lag 330-1 Fire Barriers," was issued in December 1992 to convey staff concerns about the adequacy of Thermo-Lag to function as a reliable fire barrier. Due to the significance of the issues and the extended period of time since issuance of the Generic Letter, the staff requested management meetings with a number of licensees to further discuss and understand their long-term plans for resolution of these issues. Prior to the meeting, the staff identified the following areas that would need to be addressed:
- The licensee's overall schedule for resolution of Thermo-Lag related issues. This should include a discussion and chronology of major accomplishments with special emphasis on items left to be done.
- The level of management attention / support in implementing corrective actions.
- Steps that the licensee can take to accelerate the implementation of corrective actions.
- Identification of those factors that could impede the implementation schedule. If plant outages drive the final date of implementation, discuss how work may progress during forced outages.
- The level of confidence that the proposed schedule will be met.
Thermo-Lag is located in 10 separate fire zones at the Clinton Power Station (CPS). Of these 10 zones, I has b~een previously accepted by the staff, 5 will reouire modifications, and 4 will receive alternate safe shutdown analysis.
The licensee presented a schedule for resolution that has largely been in place since 1994. Through a combination of hardware modifications and safe shutdown analysis, the licensee reconfirmed previous commitments of resolving all Thermo-Lag related issues by the end of the seventh refueling outage (RF7). The only significant change from previous commitments is that due to the
, length of the ongoing RF6, RF7 is now being scheduled for the Fall as opposed to the Spring of 1998.
', While acknowledging that emergent work associated with the ongoing RF6 is dominating their staff's resources, the licensee stressed their commitment to meet their overall schedule for resolution. Regarding modifications to the five fire zones, three have been completed during RF6. The remaining two zones, C-2 and CB-1g, are scheduled for completion in RF7. The licensee's schedule calls for determining the appropriate method of resolution for these two fire zones by June 1997,
- completing the evaluations, planning and parts procurement by December 1997, 2
and actual hardware implementation by the end of RF7.
J Hardware modifications for both C-2 and CB-1g involve removal of the existing Thermo-Lag and replacement with a material yet to be determined. The Thermo-3 Lag in zone C-2 is inside containment located immediately below the refueling floor. This installation of Thermo-Lag is being used as a fire break between cable runs as opposed to a fire barrier. The existing Thermo-Lag is located approximately 13 to 18 fset above the floor level and is contaminated. The design of the Mark III containment structure has grating (i.e., no solid floors) between the installed Thermo-Lag and the suppression pool. Due to the dust and fibrous materials of Thermo-Lag, the licensee must take extra precautions to avoid releasing this material to the suppression pool, thus precluding the potential for ECCS pump suction strainer clogging. In order to contain the fibrous material, the licensee anticipates constructing a complex containment tent and filter system surrounding the Thermo-Lag. An initial estimate predicts 22 days for this hardware modification.
l Fire zone CB-Ig involves replacement of Thermo-Lag over conduit. This work, which will require a Division II outage, will be difficult in that the Thermo-Lag is located approximately 20 feet above the floor, near the ceiling, with very little working area for plant personnel. At most, two workers can be in 4

I The staff questioned whether any of the above work could be accelerated by performing work during the current RF6 outage or during a maintenance outage i following restart. The licensee stated that emergent work associated with the
- current outage would prevent any acceleration of work during RF6. While the licensee acknowledged consideration of a planned maintenance outage in the January - February 1998 timeframe, they have not committed to one. If a decision is made to schedule a maintenance outage, the licensee will consider scheduling the modifications to fire zones C-2 and/or CB-1g after the work l packages are complete in December 1997.
