SUBJECT:

SUMMARY

OF MARCH 19,1998, MEETING ON DEGRADED VOLTAGE On March 19,1998, NRC management and' staff met in Rockville, Maryland, with representatives of Illinois Power Company. The purpose of the meeting was to discuss the -

potential fix for the issue of degraded voltage at the Clinton Power Station. A list of the meeting -

participants is included as Attachment 1, and a copy of the meeting handout is provided as Attachment 2.

The licensee stated that due to previously expressed NRC staff interest, they had reviewed the possible failure modes of the static var compensators (SVCs) and had identified a new failure mode. The licensee revised the SVC design to protect agaimt the new failure mode. The licensee intends to submit a license amendment in April 19tns concerning the addition of the SVCs to the electrical system. The schedule is to have the modification in place prior to plant startup.
