1. CE had a fixed Halen system included in the PGCC Tcpical sport of 1972. Ze currently prc csec system repcrt dcas not include suct a fire supprecsion system. STP 9.3-1, Rev.1 requires such a system. In additien aegulatcry Cuice 1.120, ouv. I rsquires unctr ficcr protection.

5. On July 21, 1977 we had a =ceting to discuss the preliminary firdings. We reiterated enat:

a Se likelihood of accepting a PGCC withou fire detection ard suceression would be very remote unless it can be shown that none of the materials used in the PGCC will burn.

b. D e teste did not indicate that Ief:e1 doesn't curn.

Derefore, to ..aet the defense-in-depth pnilosopy, a fixed suppressica systcc is necessary.

'With regard to fire tests for carpeting, GE agreed to irdily the -

report to either remove tne fire-exposure criteria or more specifically .

address underfloor-expcsure criteria. We inforced GE that we are in the process of reviewing carpeting on a generic casis, and may reje~ct carpeting in all nuclear plants as an acceptacle floor covering.

Section 4.2.2, p 13, para 2 Tnere is no assurea automatic access to the location of fire in the duct just because a floor plate may ce removed. The removed -

plate may be recote fro = the point of fire not directly over it.

An extinguishing agent will still accr nbte in the enclosed duct areas and, since IIalon 1301 is several timas as heavy as air, it will tend to remain in the duct even when a floor panel is removed.

A surface fire is defined as a fire in which only the outer surface of material is heated acove its ignition tecperature; comoustion would be largely in the vapor phase. A deep seated fire is defined as one in wnich cuch of the ec=custible is heated acove its auto-ignition temperature; cecbustion occurs in coth the solid a:d vacer phases. cere is no line of demarcation bet'een tne two types of i

Tests have shown that therneplastics in sora configurations did not procues deep seated fires, nowver, in cable fire tests glowing co2custica has been observed which is enaracceristic of a deep seated fire. In accition, rubcor base =aterials do produce a deeo seated fire; scme escle insulations are of synthetic rutcer base materials. A ceep seated fire involving a transient fire load is also pcssible.

Limited test cata indicates a 20-30% concentration of Halon 1301 is necassary to extinguisa deep seatec fire in cellulosic materials.

n.ere is no data on deep seated fires in ru=ter or polperic raterials. Although the design assumptions of tne Galen 1301 sys-taas may not be confirmed, there is experimental data to indicate that this fire extinguishing system may contain or retard a deep

- seated escle fire and any transient load fire. Fire tests in simlated aircraf t cargo ecmcart=ents have shown tnat 31/4% Halen 1301 will superess flaming coccustion and retard oeep seated ccro-testien sufficiently to keep the temperature below 400 F for accut 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />. GE also agreed to revise the first paragrapo on Page 6-2 to indicate there is no prculem with decormcsition since the fire temperatures woi.nld in reality never reacn decompositica temperature (i.e., use the actual test results to show no proclem).

Additionally CZ will add some cocraents regarding Regulatory Guide 1.1.20 to indicate tnat the cable is capacle of being wetted down.
