MINUTES OF CONFERENCE CALL ON APRIL 27, 1988 l All sites except Fermi and Davis-Besse were on the line. NRR was not on line.

1. Minutes of Previous Call: l There were no comments. r

2. Personnel Changes i In addition to the personnel changes listed in the agenda, Bill Guldemond's departure from the NRC on May 27, 1983 was announced. l Bill will be joining the Corranche Peak organization as an employee i of the licensee. l Due to Marty Virgilio's temporary assignment at Region III, several  !

temporary changes at NRR have been implemented. Dan Muller has been  !

named Acting Director, Project Directorate III-1, Leif Norrholm has been named Acting Director, Project Directorate III-2 and Ken Perkins ,

remains Director, Project Directorate III-3.  !

3. Followup on Previous Items: l

b. TSS will provide OIL tracking foms with all new request for t actions by the resident inspectors. In addition a memo will be generated j by TSS that will identify how these item numbers will be determined to  !

assure that they do not conflict with item numbers already selected by  !

the residants to track other concerns or actions. If a fomal request I for action is received by the residents th'at does not have a tracking  !

number associated with it, notify Jim McCormick-Barger for his followup.  !

He will obtain the tracking number for you. l

4. New Items j

a. Discussed concerns about OIL items assignments. The residents need to ensure that OIL items are assigned to the correct section. Please .

review all items in light of organizational changes.  !

b. Discussed a concern about reporting allegation in Daily Reports.

Recently a Daily Report was issued which contained information regarding an allegation which included sufficient information to indicate the individual whom the allegation was against. As n general rule allegations should not be subjects of daily reports. Exceptions to this should be very carefully written and have the cencurrence of the allegation coordinator and approval of RA0.

c. Discussed a concern about excessive calls to Technical Training Center. We should limit calls to personnel attending classes at the TTC to emergency calls only in order to minimite the burden on TTC staff, and to allow our people maximum training time.

d. Verification of current address (NRC Announcement No. 54) - provides a form to be used to notify the Payroll Unit af your correct address.

You should verify your address on your latest earnings and leave statement, and if incorrect submit the form to Payroll.

e. Discussed a memo that was issued from Irene Little to Region Ill Employees concerning the need to fonnally change the official duty hours of the resident clerical aids when any modification to the employee's work hours is made. This is necessary to Issure that the time worked by the employee is credited for retica.ent pu poses,

f. Discussed Change Notice 8803 that was issued to identify several inspection manual changes, including revisions to MC92701 and MC92703.

In particular the revision state that an) Bulletins or Generic Letters will have tis associated with them for i'ispection followup.

5. Items of Interest from the sites:

Kewaunee Plant has seen online since April 14, 1988, and is at 100% power.

The plant is experiencing about four times higher Argon activity than normal. Licensee believes this is due to inadequate fill and venting of RCS following RCS we' ding that required an Argon gas purge of portions of the RCS piping.

Perr, Plant has been operating continuously for 61 days and is currently at 100% power.

The last LER occurred on April 4, 1988, and another one is being cor.sidered for an RHR equipment availability problem that resulted from an operator error during system restoration.

3 A number of confidentiality proposed executive staff changes to the Perry / Davis-Besse parent Corporation, Centerion, were disclosed during a recent shareholders meeting. These changes will be a topic of discussion during the next RIII/ Licensee Monthly Meeting.

Point Beach Unit 1 is in its third week of an outage.

Westinghouse inspections of the electrical generator retaining rings identified pitting that 'ted in +.he planned replacement of the rings. Due to a procur -

roblem (replacements would not fit) there will be an expect Jay delay in restart.

During an inspection by -an Paul, a potential generic concern of radiation streaming on the refuel floor was identified. This streaning occurred during refueling due to a 6" gap between the floor slab and the containment wall.

Callaway Plant is :till shutdown following the initiation of a Maintenance Outage on April 15, 1988. A Boron Crystal Ball was found on a Thermocouple Conoseal. The conoseal was cutoff and a plug installed. No effects on carbon steel noted.

An LER was generated due to a reactor trip during start up because of a low S/G level that occurred due to a bypass valve problem.

Unit tripped on April 21, 1988 due to a Feed / Reg. valve steam problem (pin to valve plug separation). This appears to be a generic concern in that two other pin to valve plug problems were identified at Callaway during review of other Callaway Feed / Reg.

valves. A 10 CFR 21 will be generated by licensee.

During Callaway SSFI problems with ESW system flow balancing were identified. Further review and testing indicated that all but one ESW component was receiving adequate ESW flow. Note: flow balancing of service water systems were also a concern during the Fermi SSFI, Clinton Plant is on its 40th day of a planned 38 day outage. Plant is currently in mode 2 and expects to be critical by tonight (4/27/88).

The Clinton EP exercise was conducted on April 26, 1988 with significant participation by Region !!I.

6. There was no discussion of RIII items.
