SUMMARY

OF JANUARY 21,1999, DEGRADED VOLTAGE RELAY SETPOINTS MEETING (TAC NO. MA4524)

On January 21,1999, NRC management and staff met in Rockville, Maryland, with representatives of Illinois Power Company (the licensee). The purpose of the meeting was to discuss proposed changes to degraded voltage relay setpoints as described in the license amendment submittal dated January 20,1999. A list of the meeting participants is included as Attachment 1. Copies of the meeting handouts are provided as Attachment 2 and

. Attachment 3. A copy of information sent by facsimile from the licensee to the NRC on January 12,1999 is included as Attachment 4.

The licensee proposes increasing voltage onsite by 5 percent to reduce the number of 480/120 voit regulating transformers that need to be installed and reduce the number of circuit modifications that need to be made to guard against undervoltage in the 120 voit circuits. The voltage increase necessitates changes to the Technical Specification undervoltage relay setpoints as described in the proposed license amendment. The licensee stated that it would like the amendment to be issued following field tests confirming the calculations and 2 weeks before their projected startup date of mid-March. The NRC staff is coordinating its amendment review and onsite inspection activities to provide for an efficient, effective review of the proposal.
