WNP-2: PROPOSED CHANGES TO THE TECHNICAL SPECIFICATIONS FOR PRIMARY CONTAINMENT AIR LOCKS (TAC 56578)

Plant Name: Washington Public Power Supply System (WNP-2)

Docket No.: 50-397 Region: V Responsible Branch: LB #2 Project Manager: A. Bournia Due Date: January 4, 1985 Review Status: Complete By a letter dated December 20, 1984, the Washington Public Power Supply System proposed certain changes to Section 3.6.1.3 of the Technical Specifications for WNP-2.

The proposed changes will permit the licensee to perform repairs and/or

, maintenance on the interlock mechanism (installed on the primary containment air lock) or the air lock's doors during plant operations, through implementation of certain administrative controls.

Based on our review of the proposed changes, we find that there exists reasonable assurance that containment integrity will not be violated whenever the interlock mechanism or one air lock door becomes inoperable. The proposed administrative controls include:

1. Assignment o'f a dedicated individual to assure that both air lock doors cannot be opened simultaneously whenever the air lock is used-and the interlock mechanism is inoperable.
2. Locking closed the air lock door that remains operable if the interlock mechanism or air lock door cannot be returned to service within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />; and
3. Verifying that the operable air lock door is locked closed at least once per shift while the shield door is opened.

T. fi. Novak The air lock is completely enclosed in a shield cubicle that has a door (shield door) with two locks en it. Opening of the shield door will be alarmed in both the control room and the central alarm station.

We conclude that, since containment integrity will not be violated during situations involving failures of the interlock mechanism, the proposed changes to the Technical Specifications should be approved.
