NOTICE OF VIOLATION

Comonwealth Edison Company Docket Nos. 50-10, 50-237, 50-249

<

l As a result of the inspection conducted on August 20 through October 31, 1985,

and in accordance with the " General Policy and Procedures for NRC Enforcement

Actions," 10 CFR Part 2 Appendix C (1985), the following violation was

identified:

! 10 CFR 50, Appendix B, Criterion VI, as implemented by CECO Quality Assurance

i Manual, Section 6, states " Measures shall be established to control the issuance

of documents, such as instructions, procedures, and drawings, including changes

thereto, which prescribe all activities affecting quality. These measures shall

assure that documents, including changes, are reviewed for adequacy and approved

for release by authorized personnel and are distributed to and used at the location

where the prescribed activity is performed."

! Contrary to the above, the licensee failed to revise the Technical Specifications

for Unit 3, in that Section 3.5.A.7, was not updated to reflect that a section,

3.5.G, referenced in 3.5.A.7 had been deleted per United States Atomic Energy

Commission letter dated April 19, 1974.

This is a Severity Level V violation (Supplement I).

f Pursuant to the provisions of 10 CFR 2.201, you are required to submit

to this office within thirty days of the date of this Notice a written

statement or explanation in reply, including for each violation:

(1) corrective action taken and the results achieved; (2) corrective action

to be taken to avoid further violations; and (3) the date when full

compliance will be achieved. Consideration may be given to extending your

response time for good cause shown.
