NOTICE OF VIOLATION Consnonwealth Edison Company. Docket No..50-249 As a. result.of the inspection conducted on June 4,1988 through February 8, 1989,-and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy 'and Procedure.for NRC Enforcement Actions (1988), the following

. violation was identified:

DresdenLTechnical Specification Section 6.2, entitled, " Plant Operating Procedures,"

requires that detailed Fire Protection. Program Procedures'be prepared, approved and adhered to.

The licensee's Fire Preventive Proce'ure d 3-2 requires that when cutting or welding' activities are in progress care shall be taken.not .to direct slag from cutting operations through nearby openings.

- Contrary to the above, on June 4,1988, the licensee did not adequately protect-penetration X-114, which leads to the combustible drywell liner, from cutting

' and welding activities. As a result, a fire was initiated in the drywell liner.

Th.is is a Severity Level IV violation (Supplement 1).

The inspection showed that actiuns had been taken to correct the identified

- violation and.to prevent recurrence. Consequently, no reply to the violation

'is. required and we have no further. questions regarding this matter.
