NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-237 Docket No. 50-249 As a result of the inspection conducted on January 8 through February 13, 1986, and in accordance with the General Policy and Procedure for NRC Enforcement Actions, (10 CFR Part 2, Appendix C), the following violation was identified:

10 CFR 50, Appendix B, Criterion VI, " Document Control" states, in part,

" Measures shall be established to control the issuance of documents, such as instructions, procedures, and drawings, including changes thereto, which prescribe all activities affecting quality".

ANSI N45.2-1977 states, in part:

"Those participating in an activity shall be made aware of and use proper and current instructions, procedures, drawings, and engineering requirements for performing the activity.

Participating organizations shall have procedures for control of the documents and changes thereto to preclude the possibility of use of outdated or inappropriate documents.

i Document control measures shall provide for identifying the proper documents to be used in performing the activity, coordination and control of interface documents and ascertaining that proper documents are being used."

l Commonwealth Edison Quality Assurance Procedure No. 6-1, Section 3.1 states in part, " Responsible through the cognizant Project Engineer for the development of the distribution list for specifications, instructions and other design i

documents for each project, and through Drawing Management Services with Project Engineer Review for Drawing Design Documents.

Station Nuclear Engineering and Project Engineering, as applicable, have responsibility for the distribution of these lists to all departments and areas shown on each individual list and for assuring that the Architect Engineer and Drawing Management Services have the latest copy of all lists."

Contrary to the above requirements, the NRC inspectors noted discrepancies between copies of the control room drawings used for plant operation and copies of the same drawings located at the licensee's Records Retention office.

A review of sixty (60) drawings disclosed inconsistencies between fourteen (14) of the same drawings.

This is a Severity Level V violation (Supplement I).

The inspection showed that action had been taken to correct the identified violation.

Consequently, no reply to this violation is required and we have no further questions regarding this matter.
